HomeMy WebLinkAbout2022 Memo/Policy and Request Form re Requests for No Parking ZonesMEMORANDUM CITY ADMINISTRATION TO: File FROM: Dave Beach, City Manager RE: Resident Request for No Parking on their Block DATE: November 8, 2022 POLICY APPROVED AT NOVEMBER 7, 2022 CITY COUNCIL MEETING: It is the policy of the West University Place City Council that a request by property owners for a no parking zone on one side of the street block or on both sides of a street block will be considered when: • A written petition requesting a no parking zone that is submitted to the City Secretary by 75% of the property owners (one signature per address) living on the block where the no parking zone would be installed, and • The person submitting the petition certifies that all property owners on the block have been contacted and advised of the proposed no parking zone, and • The person submitting the petition certifies that the petition is true and correct, and • The City Secretary verifies the signatures on the petition as belonging to property owners living at the address shown on the petition. The petition must clearly designate which side of the street or on both sides of the street along that block* that parking should be prohibited. Upon verification of the petition, the City Secretary will submit the petition to the City’s Traffic Engineer to determine whether the proposed no parking zones will interfere with the flow of traffic or create other traffic issues. Upon receipt of the Traffic Engineer’s report, the petition and the report will be forwarded to City Council for consideration. If after one year from the date of the establishment of the no parking zone 75% of the property owners living on the block request (by petition) that a no parking zone be eliminated, Council will consider removing the no parking zone. Note * Block means all of the area within a street (roadway, sidewalk and other area) from the midline of one intersecting street to the midline of the next intersecting street.
