Attendees: John Neighbors, Stan McCandless, Carolyn Sacchi, Cathy Wright, Mary Lee Gray, Lyndon McKnight, Joe Graf, Craft Hughes and Jo Lukens. Absent were Elizabeth Young, Maureen Beck, Mary Ryerson, Betty Aillet, and Joan Johnson. Staff member present was Toby Dykema. Council members present were Steven Segal, Mike Woods and Dick Yehle. Previous meetings minutes were sent to Board members with agenda and approved. Previews and Sneak Previews were reviewed. REPORTS APAC: APAC is asking for a volunteer to help in the reviewing process of the proposals set by APAC. They were looking for a diversified panel. Stan McCandless volunteered his expertise with the home repair. This will involve a full day of training and then two days of evaluation. The group also discussed the needs assessment. Meals on wheels seemed to be a major concern for the West University Place area. COUNCIL MEETING REPORT: Council approved the Midtown Light Cutoff Fixture. These fixtures were installed several years ago as a test. You can see them on Georgetown between Auden and Edloe, and on Browning (west of Weslayan). No decision has been made about the light bulb itself (bright white or yellow). Council expects four of the eight on Georgetown to be changed from white to yellow to allow residents to view the difference. Each white light will cost approximately $23.67 per month to maintain, and the yellow will cost $13.18 per month to maintain. Council approved a grant from the Department of Homeland Security for $92,981, and for appropriation of the City's share of 5% for five mobile radios, seventeen portable radios and seventeen speaker mikes. This covers the on-duty firemen. On the second and final reading, Council adopted an ordinance to control and limit the use of certain portable storage units on properties. Council approved amendments to call for a General Election by naming Ramsey Elder as the new Presiding Judge for the Central Counting Station, and added Proposition 7 to the May ballot on the first reading. Proposition 7 provides an increase in the compensation paid to the Mayor from $150 to $400 per month, and for each Council Member from $50 to $200 per month, effective January 1, 2008, if approved by voters in the May 2007 election. This would be the first increase for the Mayor and Council in sixty-seven years. GOOD NEIGHBOR TEAM: Next meeting is scheduled for Thursday, March 15 at 2:00 PM in the Recreation Center. They will discuss the spring delivery, which will be on March 29 at 10:00 AM from the West U. Recreation Center.
