Attendees: John Neighbors, Stan McCandless, Carolyn Sacchi, Cathy Wright, Betty Aillet, Elizabeth Young, Craft Hughes, Mary Lee Gray, Mary Ryerson, Lyndon McKnight, Joe Graf, Joan Johnson and Jo Lukens. Absent were Maureen Beck and Byron Prater. Staff member present was Toby Dykema. Council member present was Steven Segal. Previous meetings minutes were sent to Board members with agenda and approved Previews and Sneak Previews were reviewed. REPORTS APAC: It's not too late for a flu shot! ! PetsMart is accepting donations of pet food (or money). They are joining forces with Meals on Wheels in an effort to keep recipients of meals from giving away portions of their meals to pets, thereby decreasing the nutritional value of the meals they receive. They want to deliver dog food weekly to participants, so that participants can get full health benefits from their meals. It was suggested that Silver Haired Legislators be recruited as speakers for a Senior activity and/or for the Board. Senior Day in Austin will be Tuesday, February 13th. The two primary issues to be addressed to Legislators are nursing home predators and increased training for nursing home nurses. Go to TXSHL.com for more information. It was also suggested that Ellen Cohen and Kyle Janek be asked to speak to the Board. COUNCIL MEETING REPORT: Water rates will increase 3% effective January 1, 2007 in order to pass on the cost increase from Houston, and for maintenance and upkeep. The Charter Review Committee presented proposed amendments to Council, to include eliminating special elections by allowing Council to make appointments. CenterPoint Franchise Agreement was approved on the first reading. There will be a thirty year extension to the now expiring fifty year agreement. Russ Schulze was appointed Chair of the Parks and Recreation Board to replace David Stepah, who has resigned due to relocation in London. Council discussed a possible neighborhood park at 3301 Georgetown. A proposed ordinance to allow alcohol at special City sponsored events, and at private parties (renting City property) has been on the Agenda twice, but no action taken. There was discussion about the bond election results and PRB's scope for proposed outside consultant assistance, to include a possible survey of residents. PRB is to investigate and bring a proposal to Council for consideration at the January 8, 2007 meeting. The cost-cutting advantage to having to have one uncovered pool and one permanently covered pool (with removable sides for warm weather) is being considered. Council approved up to $11,000 to retain an audit firm to audit the City's franchise agreement with Time Warner. Council approved a payment of $284,650 for repairs to the City's water tower on Bellaire. We were reminded the Marathon race will take place on January 14th, and that it is sold out. Residents are encouraged to encourage the runners as they pass through our City. GOOD NEIGHBOR TEAM: Poinsettias will be delivered Friday. West University Elementary School fourth and fifth graders and their parents will assist with the delivery. There were some concerns expressed about strangers participating in the deliveries, but necessary precautions are in place. There will be no meeting the following week. HI NEIGHBOR NEWSLETTER: The Newsletter went out after Thanksgiving. Activity sign-ups have already commenced. ACTIVITY REPORT: Activities included Opera in the Heights, the Hobby Christmas Carole, Birding in Baytown, the Rockettes performance, the Richmond School Christmas lights and displays. The Handymen will install the numbers for those residents. NEW BUSINESS: E-mail from Michael Ross concerned requests for citizen information purported to be needed for the CERT program. The Chiefs of Police and Fire will be consulted about these requests. The change of name from Senior Services to Adult Services was broached again, and tabled for now.
