WEST UNIVERSITY SENIOR SERVICES ADVISORY BOARD MEETING MINUTES
11/9/2006
Meeting called to order at 2:00 PM.
Attendees: John Neighbors, Stan McCandless, Carolyn Sacchi, Cathy Wright, Betty Aillet,
Elizabeth Young, Craft Hughes, Mary Lee Gray, Mary Ryerson, and Lyndon McKnight. Absent
were Joe Graf, Joan Johnson, Jo Lukens, Maureen Beck, and Byron Prater. Staff member
present was Toby Dykema. Council member present was Steven Segal.
Previous meetings minutes were sent to Board members with agenda and approved.
Previews and Sneak Previews were reviewed.
REPORTS
APAC: Volunteers are needed to deliver hot meals on Thanksgiving Day morning. Two coolers
and approximately two hours will be needed. There was a presentation of the Social Security
changes to take place in 2007, and the need to get more people to apply for the available
assistance. Also included, was a lecture on the disaster facing Social Security in the future. The
Transportation agenda addressed the need for rides for those not located within the Metro area.
COUNCIL MEETING REPORT: On October 23id, Council met with ZPC to
workshop/discuss proposed zoning amendments concerning limits for attached garages in rear
set-back and for limits to front porches. Public hearings on these matters will be held during the
November 13th Council meeting. Council authorized the staff to issue appropriate permits to
allow the Houston Marathon to be run though West University Place on Sunday, January 14,
2007. Council approved the 2007 budget on first reading. Council approved the tax rate of 40.2
cents per $100 of taxable valuation on the first reading. There was afinal adoption of the revised
ordinance requiring specified address numbers to be visible on residences. A City audit of
Houston sales taxes collected from West University businesses resulted in $223,000 of revenue
for our City. Propositions 1 and 2 failed by narrow margins. Proposition 3 passed by a narrow
margin. Council will discuss methods to reintroduce Propositions 1 and 2 to the citizens at a
later date.
GOOD NEIGHBOR TEAM: Volunteers and Team members will address Thanksgiving Day
cards at the next meeting. Volunteers are also needed to deliver poinsettias on December 15th at
10:00 AM. The Team is regrouping and reorganizing in order to be more effective in their
endeavors for our citizens.
HI NEIGHBOR NEWSLETTER: Newsletter at the printer and should be outright after
Thanksgiving.
ACTIVITY REPORT: Activities included the Shade Restaurant, Monster Mash Theme meal,
Central Market tour and lunch and Whole Foods tour with ample samples. Weather was
somewhat of a problem at the George Observatory. Shakespeare and Opera classes are building
up.
PREVIOUS BUSINESS: Assistance for residents needing help with the new address number
ordinance was embraced by the Chief of Police, and the Officers have identified eight houses
needing help, and will respond accordingly. The Board and Team sincerely appreciate the
assistance we have had from the Fire Department and the Police Department.
NEW BUSINESS: A Memorandum of Understanding has been written to address the
Church/City parking agreement. A Rotary member has volunteered to "scholarship" a resident

that would like to participate in the flag program, but is financially unable to do so. The
Volunteer Appreciation lunch will be held on Tuesday, November 28th at 11:30 AM. Passenger
assistance training will be pursued further. Get well wishes were heartfelt for Joe Graf, and a get
well card was signed by all present at the Board meeting.
