WEST UNIVERSITY SENIOR SERVICES ADVISORY BOARD MEETING MINUTES
October 12, 2006
Meeting called to order at 2:00 PM.
Attendees: John Neighbors, Stan McCandless, Joe Graf, Carolyn Sacchi, Joan Johnson, Betty
Aillet, Jo Lukens, Mary Lee Gray, Elizabeth Young, Mary Ryerson, Lyndon McKnight, Craft
Hughes, and Byron Prater. Absent were Maureen Beck and Cathy Wright. Staff members
present were Tim O'Connor, and Toby Dykema Guest present was Michael Ross. Council
member present was Steven Segal.
Meeting ensued with a presentation by Michael Ross of three propositions that have been added
to the November 7t' ballot that would approve bonds to: (1) renovate Colonial Park to include a
covered pool as well as an open pool and other amenities, (2) re-build the Recreation Center, and
(3) set aside funds to purchase property for parks. Lengthy discussion ensued, covering topics to
include type of bonds, the planning/voting process for elected bodies and their constituents, and
the Pittsburg street property. An Open House addressing the propositions will be held on
Monday, October 16th at the Recreation Center from 12:00 PM to 6:00 PM, and a Town Meeting
will follow from 6:00 PM to 7:00 PM.
Previous meetings minutes were sent to Board members with agenda and approved.
Previews and Sneak Previews were not reviewed.
REPORTS
APAC: The meeting was held in a "retreat" format and our liaison will be on the Transportation
sub-committee. Desired goals in the transportation area were the subject of this meeting.
COUNCIL MEETING REPORT: Council approved changes to address numbers required on
residences, with some authorized exceptions. Required compliance by January 1, 2008 will be
four inch numbers within twenty-four inches of the front entrance. A Building Official can
approve exceptions in effect on December 1, 2006 based on legibility and visibility. Council
reviewed the 2007 budged and approved a 40.2 cent tax rate (down from 44 cents) on the first
reading. Council called for two joint public hearings at the request of the ZPC for November 13,
2006 regarding "buildings in rear yards" and "front porches". Council agreed to fund a mail-out
to citizens explaining the bond proposals. Discussion also included placing this information in
the next City Currents.
GOOD NEIGHBOR TEAM: The garage sale was a great success and netted $1,360. Many
volunteers contributed to include Bellaire honor students, our fire department, Girl Scouts,
Steven Segal, and members of the Team and the Handymen.
HI NEIGHBOR NEWSLETTER: Newsletter is almost complete and a rough draft is ready
for review and editing.
ACTIVITY REPORT: A very enjoyable time was had at Armand Bayou on their informative
two mile walk Time did not permit discussion of the other activities, but participation is still on
the rise.
NEW BUSINESS: Senior Services is launching anew project to assist those citizens in need of
help with the proposed ordinance requiring visible, four inch numbers marking residential
addresses. Houses needing this assistance need to be identified, and the police department is
willing to help with this aspect of the project. A Newsletter article simplifying the ordinance

wording will be forthcoming when the ordinance is formally passed.
