WEST UNIVERSITY SENIOR SERVICES ADVISORY BOARD MEETING MINUTES
6-8-06
Meeting called to order at 2:00 PM.
Attendees: John Neighbors, Stan McCandless, Joe Graf, Carolyn Sacchi, Cathy Wright, Joan Johnson,
Betty Aillet, Jo Lukens, Mary Lee Gray, Absent were Maureen Beck, Elizabeth Young, Mary Ryerson,
Lyndon McKnight, and Byron Prater. Staff member present was Toby Dykema. Council member
present was Steven Segal. Visitors included: Dorothy Zink, Louise Berring, Fire Chief Steve Ralls, and
Fire Captain Alton Seward.
Previous meetings minutes were sent to Board members with agenda and approved with the call to order
time change.
Previews and Sneak Previews were reviewed.
SPECIAL GUESTS DISCUSSION ON HURRICANE PREPARENESS AND AMBULANCE
CALLS:
Per Chief Ralls: If it is a non-emergency, it is best to use the non-emergency number (713) 668-0030.
DNR and Hospice situations. If a phone call goes through 911, the dispatcher then notifies EMS, Police
and Fire of the life-threatening situation. If a hospice situation call the non-emergency number and
explain it is hospice, police must be present to declare death is a natural cause. No foul play was
involved. Refrigerator magnet to better educate and act as a reminder was discussed.
Per Chief Ralls: West University Place will be safe from any storm surge. No evacuation will be
needed. However, if you flooded in Allison it is very likely you will flood again in a hurricane storm.
Governor's office has done a great job with the evacuation including contra flow lanes, fuel and medical
stations. Harris County is working on the drainage issues. (both pipes and ditches). City Does not
shelter people, American Red cross does the sheltering. Discussion of CERT program: West U did not
have enough resident interested the last time they offered this. Will be partnering with Bellaire, August
9.
PREVIEWS: Suggested to put the hurricane checklist on the web site for all of West U to benefit from,
not just those seniors distributed to.
REPORTS
APAC: City/County Emergency Response Coordinators attended the meeting. If the power is lost, the
power will be back up and running again in Houston vs. any smaller cities along the evacuation route.
VA Hospital suggested getting ID bracelets for those that must board a bus to be evacuated with their
name and address. Seniors become extremely confused in such a situation as a hurricane, (example-
Katrina victims often did not know their own names). Also discussed the 211 program and basically
hospitals, nursing homes will come before anyone else in getting evacuated. Tip of the day regarding
the bird flu: birds sometimes defecate on shopping carts and thus transmit germs to humans as they
shop. Always use the sanitation wipes provided by the grocery store. Never put the shopping bags on
the counter, this to spreads germs.
COUNCIL MEETING REPORT: Special meeting on May 29 to discuss capital projects. (Primarily
drainage/flooding issues, Emergency Operations Center and acquisition of additional park land).
Possible land swap with Church to be considered as well as possible relocation of certain city facilities
(on Milton) to Braeswood. Dismissal of lawsuit by Time Warner Cable against West U. CenterPoint
Energy possible settlement over earnings. Payment might be made to the city for overage charges.
Council passed ordinance, limiting places where registered sex offenders may live in West U. Not
within 1000 fee of school, church, park. Restricting parking on Buffalo Speedway withdrawn until
further action by council after construction of Kirby. Very nice e-mail sent to City Manger and Police
Chief regarding a renter from Katrina. She ran out of gas and the officer not only did not have the car
towed, but took the children home, got the woman some gasoline. She will not look for a house
anywhere else other than West U.

GOOD NEIGHBOR TEAM: June 29 delivery scheduled for Independence Day. 8:30 AM packing of
the bags, 10 AM delivery of the bags. Water hopefully will be donated by Coca Cola.
HI NEIGHBOR NEWSLETTER: In the works.
ACTIVITY REPORT: Activities doing extremely well. Participation is good and on the rise.
MASTER PARKS PLANNING TASK FORCE REPORT : Nothing new to report. Still awaiting
Senior Service Board approval.
