WEST UNIVERSITY SENIOR SERVICES ADVISORY BOARD MEETING MINUTES
5/12/2005
Meeting called to order at 2:00 PM
Attendees: John Neighbors, Stan McCandless, Joe Graf, Carolyn Sacchi, Cathy Wright, Elizabeth
Young, Joan Johnson, Mary Ryerson, Betty Aillet, and Maureen Beck. Staff present was Toby Dykema.
Council member present was Steven Segal. Absent were Lyndon McKnight, Kenneth Moore, Rolla
Long, and Jo Lukens. Guests present were Macy Blythe, Maureen Graf, Louise Bering, Mary Lee Gray,
Dorothy Zink and Anjum Jafari.
Previous meetings minutes were sent to Board members with agenda and were approved with a name
spelling correction.
Previews and Sneak Previews were reviewed.
REPORTS
APAC: The Harris County Committee Forum for the White House Council on Aging will have a
meeting on May 27th at United Way to receive input in addition to their web site. Harris County APAC
is developing qualifications for some of their services due to funding issues. A Silver Haired Legislator
from Texas has been appointed to the White House Committee on Aging. The Centers for Medicare and
Medicaid Services will host training on Medicare coverage and the new drug prescription card for
Seniors.
COUNCIL MEETING REPORT: Council passed an ordinance recommended by the Building
Standards Commission relating to foundations designed to protect homeowners by setting minimum
standards for foundation design. Council extended the cable franchise until January 31, 2006 to allow
resumption of negotiations and consummation of new franchise agreements. Apparently because of
pending legislation in Austin, current negotiations were suspended until the current State legislative
session is over. Rates will remain the same during this extension. An increase in water rates of 1.5%
passed on the first reading (second reading May 23id) to reflect the 3.5% increase imposed by the City
of Houston. The increase will be effective in June. Council passed on first reading, various zoning
ordinances dealing with: side and rear yard projections, old stock housing, parking and uses, trees,
planned development districts, and depth and measurements. The second reading will be on May 23rd
Council met twice in executive session concerning the house at 3936 Marlowe. The City was sued by
the homeowner and has hired an attorney to answer the lawsuit. The Animal Recreation Task Force
presented its recommendation for a dog park to Council. Council took no action.
GOOD NEIGHBOR TEAM: Health Fair was a primary topic of discussion. The Team will have a
booth at the Fair with information, sign-up forms and food. A July 4d' delivery to Seniors is being
planned. The holiday deliveries are a means for the Team to assess the needs and conditions of Seniors.
Under the work program, a Handymen of West University team is being formed that will assist needy
residents with a variety of services. Stan has asked the City to consider setting aside some funds to help
with materials. Rotary is also assisting with the needed funds.
HI NEIGHBOR NEWSLETTER: The September-December letter is in progress and suggestions are
needed.
ACTIVITY REPORT: The activities consisted of a visit to Hobby Airport, the Ship Channel, bird
watching and picnic, a Mexican art museum, Channel 8, and the Houston Zoo.
MASTER PARKS PLANNING TASK FORCE REPORT: The Task Force meets every two weeks
and is assessing each facility under its jurisdiction (pools, parks, outdoor fields etc). The good aspects
and the "in need of improvement" aspects are being enumerated and rated on a scale of one to five.
PREVIOUS BUSINESS: Good Neighbor Team and Seniors Board co-mingled their meeting.
NEW BUSINESS: Toby discussed plans to have a speaker on Long Term Care insurance address
Seniors. There was some discussion of insuring this was not a marketing meeting, and that perhaps a
panel of speakers might be a good idea.

ANNOUNCEMENTS: Kim Rottet is scheduled to commence employment on May 16th. She has
worked in a recreation setting for about six years. She comes from the City of Pearland. Parks is in the
process if hiring a new Recreation Manager.
