WEST UNIVERSITY SENIOR SERVICES ADVISORY BOARD MEETING MINUTES
3/10/2005
Meeting called to order at 2:00 PM
Attendees: Stan McCandless, John Neighbors, Joe Graf, Carolyn Sacchi, Elizabeth Young, Joan
Johnson, Lyndon McKnight, Mary Ryerson, Rolla Long, Betty Aillet, Jo Lukens and Maureen Beck.
Staff present was Janiss Stump. Council members present were Steven Segal and Mike Woods. Absent
were Kenneth Moore, Cathy Wright and George Harbeson.
Previous meetings minutes were read and amended to show Mary Ryerson was not absent at the January
meeting and that Rolla Long's name was misspelled.
Previews and Sneak Previews were reviewed.
REPORTS
APAC: The White House Conference on Aging will be held in October. Individual input will be
available by website in June. Cathy Wright suggested (via Janiss Stump) that Senior Services agree on a
consensus of recommendations and report same to website for a united West University. Stan
McCandless reported on the trip he and Toby took to Austin for Senior Day. There was a great turn out
in Austin, although our representatives were in session. Messages were left for our representatives and
considerable vendor material and information was brought back for our files.
COUNCIL MEETING REPORT: WU will purchase two back loader garbage trucks and continue to
operate pickup, including recycling, without outside contracts. Council met with the Master Parks
Planning Task Force and charged the task force, which has begun its work. Senior Services will be
allowed to have its input taken into consideration. Joan Johnson is our representative on the Task
Force. WU will look at a pooling arrangement with other cities to see if health care benefits for
employees can be provided more efficiently. Council plans to issue about $28,000,000 in refunding
bonds, netting a savings of about $1,000,000 ($2,800,000 including interest). Building and Standards
Committee discussed various changes to foundation rules with Council and will bring a proposal to
Council after further review. Zoning and Planning committee and Council have called a public hearing
for March 28th to discuss changes to the zoning ordinances involving side and rear yard projections, old
stock housing, uses and parking, qualified trees, planned development districts, depth and width
measurements. Ad valorem tax exemptions for the disabled for $110,000 were approved by Council on
the first reading. Approximately 27 individuals under age 65 could benefit. The cost to the city would
be approximately $13,000. No action was taken on possible park land purchase at this time. Quiet
hours for Saturday will remain as is. The Friday or Monday before or after Christmas and New Years
will be treated as on Sundays.
GOOD NEIGHBOR TEAM: The Valentine card mail out was very successful. A mail out of Spring
cards will take place next week. They are constantly revising the list of people needing assistance in the
community. They are also looking at partnering with Interfaith Caregivers. Steps are underway to have
GNT meet prior to Senior Services so that members have the option of attending both meetings. This
will need to be coordinated with the activities schedule.
HI NEIGHBOR NEWSLETTER: Paper is prepared and awaits proofing. Two new advertisers are on
board. A color issue is under consideration.
ACTIVITY REPORT: Many activities are thriving and cater to a broad range of tastes. Crowds are
good for bridge and bingo. Ray Miller Tour of Houston was praised, as were Decamera, jazz concert,
Print Museum and cooking class.
MASTER PARKS PLANNING TASK FORCE REPORT: The first meeting encompassed a review
of their charter and master plan, special interest groups that could be of assistance, steps needed to go
forward with master plan, long term items, and survey needs and procedures.
PREVIOUS BUSINESS: The Policies and Procedures manual is partially completed. Toby's input is
still needed and the Board was asked for any input they might have.

NEW BUSINESS: Janiss Stump will be leaving us effective March 18th for a management position at
Eagles Trace. Toby will formally apply for her position here. Janiss's work, dedication and creativity
were universally praised by the Board. The reason for the cancellation of the February Board meeting
was that Sam's Club leases space at the George R. Brown Convention Center for its vendors, who then
donate their wares to non-profits. Our Rec. Center hosted this distribution and Senior Services had first
pick of many useful items. This will be an ongoing event. A disabled neighbor with garbage/animal
problems should contact Senior Services for assistance. A service that will provide 30 hours of in-home
care and a service that will assist with tree trimming (treetv.com) have been identified and are willing to
assist Seniors. There was a discussion of reverse mortgages with the City as a participant and a
suggestion that we bring in a qualified individual to discuss this matter. A suggestion that the City set
up a fund to assist with home repair was also made.
