II. Introductions: All Ill. Citizen's Comments: Any member of the public wishing to address the Board The following member of the public were in attendance: Susan Ohsfeldt, 4101 Tennyson, Houston, TX 77005. Ms. Ohsfeldt does not agree with the Board and staff that tracking actual citizen usage of pool and gym is not practical. She urges that staff do so. Also, Ms. Ohsfeldt would like to see user fees increased not taxes. IV. Review and Approval of February 7, 2007 Parks Board Meeting Minutes Approved V. Friends Board Report: Joni Deferred in Joni's absence VI. Update regarding the Parks Board Park Acquisition Sub-Committee's efforts: Russ The subcommittee has held 3 meetings and focused on the following 3 activities: • Identify possible properties in two middle sections identified in Proposition 3. • Let the community be aware the City is a qualified buyer of properties- Press release to be distributed. • Setting up a procedure to bring potential properties to the City. It was suggested by a board member that bringing in a residential real estate agent with the City as the client might be helpful at some point. No decisions made on this point. VII. Update of Proposal for Professional Services regarding Park Master Plan Update: Russ & Janine • Meeting tomorrow with Council tomorrow at 4:30pm to present Carter Burgess • Carter Burgess has suggested that timeline may be too narrow and new proposals may need to wiat for 2008 election versus the November 2007 ballot. • Boardmember Janine concerned that the contract with Carter Burgess may not contain all of the elements the Board would like to see covered • Chairman Schulze explained that the lesser scope was in reaction to Carter Burgess' timeline and their concerns • Vice Chair Schueppert would like clarification from Carter Burgess that the timeline is the reason for the decreased scope. Janine also expressed concern over possible confusion on the part of Carter Burgess and the definition of the word "Master Plan". • Clarifications will be sought with Carter Burgess prior to tomorrow's meeting with Council Vill. Staff Reports: A. Operational Update 1. Judson Park cutouts started today, will be done in same color scheme. 2. Outside fences at Judson, Whitt and Weir will be painted and decomposed granite will be replaced ideally before summer. 3. Park Caretaker position filled. Parks department has already noted improvements. B. Rice Pocket Park Task Force Update 1. Approximately 15 days away from engineering elements then back to Council with total dollar amount. Task Force and Friends will ask to have entire projected funded at once. XI. Board Reports: • Park Ambassador Reports: WIER- still waiting on poly-coated chains for swing. • PARDner's Program Update: Looking at April 28, 2007. • Concert in the Park Series: Charles not available.
