SPECIAL CITY COUNCIL MEETING MINUTES
City Council of the City of West University Place, Texas, met in special session Saturday, September
27, 2008, in the Municipal Building, 3800 University Boulevard, West University Place, Texas beginning
at 9:00 a.m. to consider the following:
MAYOR KELLY CALLED THE SPECIAL MEETING TO ORDER AT 9:05 A.M. IN THE
CONFERENCE ROOM
Those also present: Mayor Pro Tern Fry, Councilmember Guffey, Councilmember Cohen, City
Manager Ross, City Secretary Lenz, Assistant City Manager/Public Works Director Pfeifer, Finance
Director Daugherty, Assistant Finance Director Thomas, Human Resources Manager Standorf, Parks
and Recreation Director O'Connor, Police Chief Walker, IT Manager McFarland, and Fire Chief Rails.
Councilmember Talianchich was absent.
Matters related to city finances, facilities, programs, 2008 tax rate and the 2009 Budget including
revenues and expenditures for current and future years for all funds, and capital improvements,
priorities and related programs and expenditures, including recreation facilities, parkland and other
park projects, police and public works facilities, street lighting, sidewalks, drainage and flood
control, traffic and parking and other public improvements.
Assistant Finance Director Thomas presented a slide presentation. He pointed out that most of the
increase in the 2009 Budget pertains to personnel costs, with the increase divided between salaries
and benefits. The increases include the Waters Consulting Group recommendations which will bring
salaries in line with the market.
Representatives from the Waters Group explained the results of the salary survey. Mayor Kelly asked
how salaries got so far behind in the first place and how can we be sure it won't happen again. City
Manager explained how it got to this point and how steps are being taken to keep salaries within the
market in the future.
After a questions and answers discussion pertaining to the budget and survey, Mayor Pro Tern Fry
moved to adjourn the special meeting at 11:40 a.m.; Councilmember Cohen seconded the motion.
