SPECIAL CITY COUNCIL MEETING MINUTES
City Council of the City of West University Place, Texas, met in special session Friday,
September 19, 2008, in the Municipal Building, 3800 University Boulevard, West University Place,
Texas, beginning at 5:20 p.m. to consider the following:
MAYOR KELLY CALLED THE SPECIAL MEETING TO ORDER AT 5:20 P.M. IN THE
CONFERENCE ROOM
Those also present: Mayor Pro Tern Fry, Councilmember Guffey, City Manager Ross, City
Secretary Lenz, Assistant City Manager/Public Works Director Pfeifer, Finance Director Daugherty,
Assistant Finance Director Thomas, Human Resources Manager Standorf, Parks and Recreation
Director O'Connor, Police Chief Walker, and Fire Chief Ralls. Councilmembers Talianchich and
Cohen were absent.
1. Interlocal Agreement with Harris County
Discussion and possible action relating to an Interlocal Agreement with Harris County regarding
Bellaire Boulevard.
City Manager Ross presented. He explained that from the bids received there was going to be
a shortfall of $2.1 million. He said staff evaluated rebidding the project, but determined that the
best bid received was the best price.
Mayor Kelly asked the reason for the shortfall and City Manager Ross stated that box culverts
were the primary reason, as well as inflation in other materials.
City Manager stated that a request was made to the County for assistance and of the $2.1
million shortfall, the County agreed to fund $1,450,000.
Councilmember Guffey moved to approve the Interlocal Agreement. Mayor Pro Tern Fry seconded
the motion. MOTION PASSED.

2. Hurricane Ike
Discussion relating to the hurricane.
City Council Meeting, September 19, 2008
City Manager provided an update on the status of city services. He and Council commended
staff for their efforts in expeditiously getting City operations up and running.
Mike Boone with CenterPoint Energy was present to provide an update on the power outages
within the City. He said CenterPoint's first priority is to work on lines that reach the most
people, as well as the critical health and safety buildings.
Mr. Boone stated that the bulk of southeast quadrant of the City will continue to be without
power for at least 3-4 days, but there may still be pockets that may not be restored for 5 days or
more.
There was discussion about damages to City buildings. Paul Teirs with the Michigan Group,
who also handles TML claims, and HR/Risk Manager Standorf provided an update on the
assessment of the buildings. Colonial Park and the Recreation Center received the most
damages. Mr. Teirs stated that he hopes to have estimates for both buildings by the end of the
day on Monday.
After more discussion, Mayor Kelly proclaimed an Extension of Declaration of Disaster for the
City.
Mayor Pro Tern Fry moved to approve the Extension of Declaration of Disaster as an
emergency measure. Councilmember Guffey seconded the motion. MOTION PASSED.

Absent: Councilmembers Talianchich and Cohen
3. Adjournment
A motion to adjourn the special meeting at 6:50 p.m. was made by Councilmember Guffey and
seconded by Mayor Pro Tern Fry. MOTION PASSED.
