The City Council convened in Special Session in the Municipal Building Conference Room (3800 University Blvd.) on November 27,2000, with the following members present: Mayor Lewis presiding, Council Members Council Members Ballanfant, Bertini and May. The City Manager, City Secretary, City Attorney, Public Works Director, Finance Director, Building Official and Building Administrative Assistant were also present. Council Member Grubb was absent. The notice for this meeting was posted in accordance with the Texas Government Code, Chapter 551, on the 24th day of November 2000 at 2:00 p.m. Agenda Review: The City Council reviewed the regular meeting agenda and discussed items under consideration with the Staff. Report from Senior Services Board. This item was removed from the agenda. Zoning and subdivision amendments. Matters related to proposed amendments to the zoning and subdivision ordinances including the proposed reduction of the framed area. Mayor Lewis addressed the proposed reduction of the framed area and whether the Council was interested in having the Zoning and Planning Commission proceed with the proposal. Report from Board or Commission Liaisons. The City Council reported on Board or Commission meetings attended by the liaisons. Council Member Bertini requested that the following recommendations from the Traffic Task Force be included in the minutes of the meeting. {){)(\??O City Council Special Sesswn, November 27, 2000 Speed Limits 1. Establish a 24-hour, 20-mile per hour speed limit, with appropriate signage including but not limited to flashers, on University (Edloe to Auden), Auden (University to Rice), and Edloe (University to Rice). Crosswalks 2. Incorporate brick paver crosswalks (all four crossings) with the WUP logo at the corner of University and Edloe and also at the corner of University and Auden. 3. Install a midblock, raised brick crosswalk (wide enough to serve as speed 'tables') on University. Sign age 4. Suggest that the churches and TriSports encourage the use of the church and other parking lots when there are no conflicting church events. Signage and communication of this accommodation is left to the organizations themselves. 5. Identify, mark, and sign one or two specific 'drop off points on Auden and Edloe near the entrances to the playing fields. There should be no parking allowed in these areas, and they should be 'cut in' to avoid interfering with through traffic. Also encourage use of Goode Street school entrance for drop off. Parking 6. Conduct an engineering study to review the parking arrangements on Auden between University and Rice. The objectives of the study should be to maximize the available space and to enhance the safety of the many pedestrians in the area. Bike Routes 7. Encourage walking or biking to school by ensuring that there are adequate bike racks at the elementary school. Consider marked bike routes on four or five streets (e.g. University, College, Belmont, and Sunset) in a network that funnels to the school from each area of the city. Note: This initiative may necessitate special bike safety training sponsored by the Police and/or Fire Departments, as well as close monitoring of the marked streets during peak traffic hours for the school kids. Support will also be needed from the principal, Tri Sports coaches, and the elementary school physical education staff to encourage the kids to consider alternate modes of transportation. One Way Streets 8. Conduct an engineering study of the two current one way streets - Amherst and Milton - between Auden and College. We would like to evaluate whether simply switching their directions might improve the flow in and out of the City Center area, or possibly making both one-way westbound. 2 City Council Special SesslUn, November 27,2000 Pedestrian Safety/Library 9. Conduct an engineering study of the area in front of the library to determine ways to improve and enhance pedestrian (sidewalk) access to the library building itself. Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Bertini, seconded by Council Member May, to adjourn.
