CITY COUNCIL SPECIAL SESSION
MONDAY, NOVEMBER 20,2000
MUNICIPAL BUILDING
3800 UNIVERSITY BLVD.
6:00 P.M.
The City Council convened in Special Session in the Municipal Building Conference
Room (3800 University Blvd.) on November 20,2000, with the following members
present: Mayor Lewis presiding, Council Members Bertini and Grubb. The City
Manager, City Secretary, City Attorney and Finance Director were also present. Council
Members Ballanfant and May were absent.
The notice for this meeting was posted in accordance with the Texas Government Code,
Chapter 551, on the 14th day of November 2000 at 3:15 p.m.
Permanent Improvement Bonds.
Matters relating to the first and final reading of Ordinance No. 1666.
Frank McCreary, Bond Counsel from Vinson & Elkins, and Frank Ildebrando, Financial
Consultant from Dain Rauscher, Inc. were present at the meeting.
Mr. Ildebrando reported that six bids were received for the $20,950,000 in permanent
improvement bonds, series 2000. A. G. Edwards & Sons, Inc./Dain Rauscher, Inc.
submitted the lowest effective interest rate of 5.4134%.
Mayor Lewis read the caption of Ordinance No. 1666 as follows:
An ordinance authorizing the issuance and sale of City of West University Place, Texas,
Permanent Improvement Bonds, Series 2000; and declaring an emergency.
Copies of Ordinance No. 1666, in the form proposed for adoption, were available in the
Conference Room.
A motion was made by Council Member Grubb, seconded by Council Member Bertini, to
adopt Ordinance No. 1666 on the first and final reading including interest rates submitted
by A.G. Edwards & Sons, Inc./Dain Rauscher, Inc.
A vote was taken on the motion with the following result:

Adjournment.
With no further business to come before the City Council at this time, a motion was made
by Council Member Bertini, seconded by Council Member Grubb, to adjourn. The
Special Session adjourned at 6:20 p.m.
