The City Council convened in Regular Session in the Municipal Building Council Chambers on October 30, 2000, with the following members present: Mayor Lewis presiding, Council Members Ballanfant, Bertini, Grubb and May. The City Manager, City Secretary, City Attorney, Fire Chief, Parks and Recreation Director, Public Works Director and Finance Director were also present. The notice for this meeting was posted in accordance with the Texas Government Code, Chapter 551, on the 27th day of October 2000 at 3 :00 p.m. Ordinance approvinJ?; 2001 BudJ?;et. Matters relating to the second and final reading of Ordinance No. 1657. Mayor Lewis read the caption of Ordinance No. 1657 as follows: ) An ordinance approving and adopting a budget for the fiscal year beginning January 1, 2001 and ending December 31, 2001; appropriating funds for such budget; containing findings and provisions relating to the subject; and declaring an emergency. Copies of Ordinance No. 1657, in the form proposed for adoption, were available in the Council Chambers. The budget has been prepared establishing an ad valorem tax rate of $0.42/$100.00 assessed valuation. Finance Director Walter Thomas reported that over the past several weeks staff has presented recommendations for the 2001 budget and on October 23, 2000 a public hearing was held on the proposed budget. This ordinance is one of two ordinances that are enabling legislation needed to implement the budget. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members Ballanfant, Bertini, Grubb and May None None Voting Nay: Absent: Ordinance levyinJ?; and assessinJ?; ad valorem taxes for tax year 2000. Matters related to the first and final reading of Ordinance No. 1661 Mayor Lewis read the caption of Ordinance No. 1661 as follows: An ordinance levying and assessing ad valorem taxes for tax year 2000; confirming and granting exemptions; containing findings and provisions relating to the subject; and declaring an emergency Copies of Ordinance No. 1661, in the form proposed for adoption, were available in the Council Chambers. 1 Based on adoption of the 2001 Budget, a tax rate of $0.42 cents per $100 valuation is proposed. Mr. Thomas reported that over the past several weeks the City Council and staff have met in workshops to discuss the 2001 Budget and tax rate. Additionally, public hearings were held on October 23 for the budget and the proposed tax rate. The adopted budget requires an ad valorem tax rate of $0.215 for debt service and $0.205 for maintenance and operations. This represents a one-cent decrease from the proposed 2001 budget and expenditures have been reduced by $200,000 to reflect this rate. This ordinance is the final step in the 2001 Budget Process. It sets the property tax rate, dedicates the resulting revenues, and levies the taxes needed to finance the City's operations and meet its debt service responsibilities in 2001. Matters related to the second and final reading of Ordinance No. 1658. Mayor Lewis read the caption of Ordinance No. 1658 as follows: An ordinance establishing and reestablishing fees and charges for activities, goods and services provided by the City; containing a provision to authorize the City Manager to establish fees and charges in certain circumstances; containing findings and provisions relating to the subject; and declaring an emergency. Copies of Ordinance No. 1658, in the form proposed for adoption, were available in the Council Chambers. Public Works Director Ed Menville reported that the first reading of Ordinance No. 1658 on October 23, 2000 required a $250.00 refundable deposit for those persons wishing to have their water and sewer lines installed in advance of the various city mains being released for service. The second reading of the ordinance has a change from the first reading of the ordinance in that the fee schedule currently requires only the payment of actual cost of installation for a 1 ~ inch water meter. This cost does not appear to cover administrative cost and is less than the fee charged for a I-inch water meter. This amendment to the fee schedule would add $175.00 to the 1 W' water fee. Mayor Lewis suggested that a handling fee of $25.00 should be retained from the refundable deposit. The Staff will review the possibility of charging a handling fee. A motion was made by Council Member May, seconded by Council Member Bertini, to adopt Ordinance No. 1658, as amended, on the second and final reading. Matters related to an election agreement between Harris County and the City of West University Place relating to joint elections to be held on November 7, 2000. City Secretary Kaylynn Holloway reported that in September of 2000, the City Council called joint elections with Harris County to be held on November 7, 2000. The County has submitted an agreement to provide general supervision, advisory services and use of the County's equipment, supplies and staff for the election. The fee for the use of the County's equipment, supplies, and staff and for other services provided for administration of the joint election is $5,000. The fee for general supervision and advisory services of the County Clerk is $500. A motion was made by Council Member Bertini, seconded by Council Member May, to approve the agreement as presented. A vote was taken on the motion with the following result: Voting Aye: Mayor Lewis, Council Members Ballanfant, Bertini, Grubb and May None None Voting Nay: Absent: Adjournment. With no further business to come before the City Council at this time, a motion was made by Council Member Grubb, seconded by Council Member May, to adjourn.
