HomeMy WebLinkAbout02052026 BSC Minutes West University Place Public Works Department Building & Standards Commission Located in the Council Chambers, 3 800 University Blvd, West University Place, Texas 77005 Meeting Minutes February 5, 2026 MEMBERS PRESENT: Jonathon Hance, Matthew Brejot, Bruce Beneke, Eddie Matthews, Phillip Sharp, Mateo Fisher (arrived at 6:22 pm), Dennis O'Neill and Krishna Shah MEMBERS ABSENT: Spyros Maragos STAFF PRESENT: Building Official Chuck Sandifer, Administrative Coordinator Josie Hayes, Planning and Zoning Administrator Chriss Guess, Senior Permit Technician Gabriela Rodriguez, Police Chief, Gary Ratliff and Legal Counsel Philip Boedeker [Call to Order] Jonathon Hance called the meeting to order at 6:00 p.m. 1. Notices, Rules,Etc. Jonathon Hance welcomed BSC members and staff to the meeting. All members and staff introduced themselves. Josie Hayes stated notices were posted per state and local laws. Josie Hayes stated Krishna Shah and Phillip Sharp (only for agenda Item #3) were the alternate voting members. 2. Public Comments. There were no public comments. 3. Selection of Vice-Chairman. Jonathon Hance made a motion to nominate Bruce Beneke as Vice- Chairman. Dennis O'Neill seconded. AYES: Jonathon Hance, Matthew Brejot, Bruce Beneke, Eddie Matthhews and Phillip Sharp. NOES: None. ABSTAIN: None. Motion passed. 4. Construction code Updates. There was brief discussion regarding the revised proposed ordinance to adopt the 2023 National Electric Code. Eddie Matthews made a motion to approve the revised proposed ordinance to adopt the 2023 National Electric Code. Krishna Shah seconded. Discussion items from City Council. • Repeat Offenders of the Code and Responsibility for work performed on a worksite or residential property: There was general discussion that focused primarily on addressing repeat offenders who violate noise and work-hour ordinances. Daytime violations being handled during standard business hours which typically can have an official on-site within 10 minutes. After-hours or weekends violations are being handled with the police department and then being reported to staff. Police Chief Gary Ratliff stated the police protocol has shifted from a practice of repeated warnings to a stricter"three-step" approach for disturbances; a first-call warning, a second-call citation and a third-call arrest if the behavior continues to disregard the rights of neighbors. There was general discussion pertaining to who can issue "Stop Work Orders". It was determined only the issuing official (the permit department) can issue a formal Stop Work Order which temporarily pulls the permits for five days. There was also discussion regarding suspension of registration. The BSC has the authority to suspend their ability to work in the community. The BSC acknowledged that aggressive enforcement, such as pulling a permit or suspending a contractor, can heavily impact homeowners by stalling projects and increasing interest cost on financing. To mitigate this,the BSC could hold a special meeting to hear contractor appeals and make decisions more quickly than the standard monthly meeting schedule. Despite these concerns,the BSC noted that the mere threat of a shutdown is highly effective and decided no further action needed to be taken and would wait for further updates from the Building and Police departments on if improved communicators of violations outside regular work hours could be achieved. It was agreed last month that there should be no change; this will be recommended to City Council. • Modular Homes: During the February meeting,the BSC discussed several key points regarding modular construction that included potential valuation rules and aesthetic and policy concerns. After the BSC visited the site of the current modular home being built in the city,the BSC chose to pass on making a formal recommendation to City Council, preferring to wait and see how this projects develops and review finished products before reconsidering further restrictions. 6. Meeting minutes. Eddie Matthews made a motion to approve the June 5, 2025, meeting minutes. Dennis O'Neill Seconded. AYES: Jonathon Hance, Matthew Brejot, Bruce Beneke, Eddie Matthews and Krishna Shah. NOES: None. ABSTAIN: None. Motion approved. Krishna Shan made a motion to adjourn. Bruce Beneke seconded.
