I. Call to Order, Introductions, and Procedures
• Meeting Called to Order:
Chair John Cutrer called the meeting to order and confirmed the meeting was properly posted in
accordance with state and local requirements.
• Roll Call/Introductions:
Commissioners and City Staff introduced themselves. A quorum was present.
• Public Comment Procedures:
The Chair reviewed the three-minute time limit and relevance requirements for public comments.
II. Public Hearing—Replat Request

Staff Presentation
• Proposal to replat three lots into two lots.
• Lot 17 to be divided and absorbed into adjacent Lots 16 and 18.
• Notices of public hearing mailed to property owners within 200 feet.
• Notice of public hearing posted online and published in a local newspaper.
• Staff confirmed compliance with subdivision regulations and City ordinances.
• Staff confirmed compliance with public hearing notification requirements.
• Staff Recommendation: Approval.
Commission Discussion
• Questions raised regarding:
o Lot dimensions (approximately 75 ft wide x 105 ft deep).
o Minimum lot size requirements.
o Publication error stating consolidation into "1 lot" instead of"2 lots."
• Staff acknowledged the publication error and recommended conditional approval subject to
confirmation and correction through the City Secretary.
• Applicant Joyce Smith requested conditional approval to avoid project delay.
Action Taken
MOTION: Approve the replat of Lots 16, 17, and 18, Block 9, Rice Court, subject to confirmation of
publication compliance and correction if required.

• VOTE: Unanimous approval
Action: Conditional approval of replat request pending confirmation and correction of publication notice.

III. Reference Material-Sculptures and Accessory Structures
Presenter: Christopher Guess
• Staff introduced reference materials related to potential regulation of sculptures and accessory
structures.
• Materials included visual examples of various yard installations within the City.
• Discussion focused on:
o Distinguishing permanent structures vs. movable objects
o Safety considerations (visibility, anchoring, wind events)
o Scale and placement rather than aesthetic judgment
o Potential grandfathering of existing installations
• Public comment received expressing concern about overregulation and HOA-style restrictions.
