CITY COUNCIL SPECIAL SESSION MINUTES
MONDAY, March 13,2008

ATTENDANCE

Mayor Kelly, Council Members Fry, Cohen, Guffey and Talianchich

City Manager, Acting City Secretary, Parks and Recreation Director, and

Mayor Kelly called the Special Meeting to order at 4:00 p.m.
The subject of this meeting is as follows:
1. Recreational Facilities. Matters related to the West U Recreation Center, Colonial Park
and Community/Senior Center presented by Parks Master Planning Sub-Committee
Chairman Russell Schulze, PGAL President Jeff Gerber, and Doug Tennant of Carter &
Burgess.
Russell Schulze, Chairman of the Parks Master Planning Sub-Committee, began the discussion
by urging Council to be concerned about the quality of the services that will be provided.
Jeff Gerber, President and CEO of PGAL presented options for renovations and options for
rebuilding Park Facilities.
The City Council along with members of the Parks Master Planning Sub-Committee, Doug
Tennant of Carter & Burgess, Jeff Gerber of PGAL, Parks Director Tim O'Connor and City
Manager Michael Ross discussed at length all proposed options.
Councilmember Michael Talianchich asked to be on the record with the following comment:
"the first thing we need to do is work on a budget." "I want to go on record that we only spend
what we've been approved to spend." Councilmember Talianchich said "the bond issue will fail
if we do not go back to the people". He also commented "that we should think of money, think
of the numbers, don't think of what you want, we don't have unlimited money".
Mayor Kelly commented that all the other Council Members are in agreement as to the results of
the survey, and the experts hired to do and interpret the survey believe that these Council
Members are proceeding in accordance with the results of the survey.
Council agreed to hold a public meeting for gaining resident's input. Council is also looking to
form a bond committee to help promote the designated option for a November bond election.
Mayor Kelly adjourned the meeting at 6:00 p.m.
