ATTENDANCE Mayor/Councilmembers: Mayor Kelly, Council Members Fry, Cohen, Guffey and Talianchich City Staff: City Manager, Acting City Secretary, Assistant City Manager/Public Works Director, Fire Chief, Parks and Recreation Director, and Police Chief CALL TO ORDER: Mayor Kelly called the Special Meeting to order at 5:30 p.m. 1. Cell Phone Usage in School Zones. Matters related to the use of cell phones in school zones presented by Police Chief Ken Walker and Police Lieutenant Thad Olive. Discussion on cell phone usage in school zones was conducted by all members of Council. One resident, Debbie Shepler-3730 Arnold- spoke against this issue. A recommendation was made to have an Ordinance drafted for the next Council meeting. Mayor Kelly recessed the Special Meeting at 5:55 p.m. Mayor Kelly reconvened the Special Meeting at 6:00 p.m. 2. Boards and Commissions. Matters related to appointed Boards and Commissions members acting on behalf of the City. Councilmember Michael Talianchich spoke on the subject. Discussion was conducted by members of the Council and two members of the Zoning and Planning Commission contributed individual comments. Pledge of Allegiance was led by Council member Cohen. City Council Meeting. March 10. 2008 Notice. The notice for this meeting was posted in accordance with the Texas Government Code, Chapter 551, on the 6th day of March 2008 at 2:00 p.m. Citizens who wish to be heard. None Citizens who wish to address agenda items. Cara Wallin Reid, 3311 Albans, spoke in favor of restricting cell phone usage in school zones. 3. Assistance to Firefighters Grant. Matters related to a grant application from the United States Department of Homeland Security in the amount of $39,600 presented by Steve Ralls, Fire Chief. Motion: Made by: Seconded by: Action: Voting Aye: Voting Nay: To accept the Assistance to Firefighters Grant and authorize the City to fund the 5% share Cohen Talianchich Passed 5-0 Mayor Kelly, Council members Fry, Cohen, Guffey and Talianchich None 4. Administration Department. Matters related to the creation of a new section in the Code of Ordinances related to the City Secretary. Recommended Action: Approve Ordinance 1867 on second reading. City Council Miuutes. Matters related to the minutes of the Regular and Special Session conducted February 25, 2008. Recommended Action: Approval of minutes. Councilmember Cohen personally thanked Michael Ross for his work on behalf of the City. Mayor Kelly added he is very impressed with Michael's ability to keep control of things and the daily management of the City. Councilmember Talianchich concurred. City Council Meeting, March 10. 2008 Councilmember Talianchich commented that he would have to eat a little humble pie for not voting on the new streetlights. He reported that the while the light output is not strong, the lights look great. Councilmember Guffey reported on the Senior Board and their continued interest in tax relief. He also reported the Senior Board is providing J.D. bracelets for senior citizens and the Good Neighbor Team delivered about 130 gift baskets to West U residents 85 years of age and older. The Organization recently met with members from the West University Fire Department. They questioned the reason for using both the ambulance and the fire engine when on an emergency health call.
