Meeting Minutes
November 4th,2021
MEMBERS PRESENT: Bruce Beneke, Muddy McDaniel , James Craig, Anthony Beebe, Eddie
Mathews, Gerry Spedale, David Flame, Charles Marshall
MEMBERS ABSENT: Jonathon Hance
STAFF PRESENT: Director of Public Works Gerardo Barrera, City Attorney Scott
Bounds, Legal Counsel Katie Rutherford, Chief Building Official
Alfonso Acosta, Permit Technician Mike Morris and Lisa Ray
GUESTS PRESENT: None
[Call to Order] Bruce Beneke called the meeting to order at 6:00p.m.
1. Notices, Rules, Etc. Bruce Beneke welcomed BSC members, Legal Counsel Katie Rutherford, and
staff to the meeting.
2. Meeting Minutes. The meeting minutes for November 5, 2020 were reviewed. Eddie Matthews
proposed an amendment to the second paragraph on page 2, which was accepted. Eddie Matthews
made a motion to approve the minutes as revised. James Craig seconded. AYES: Bruce Beneke,
Muddy McDaniel, James Craig, Anthony Beebe, Eddie Matthews, Gerry Spedale, David Flame, and
Charles Marshall. NOES: None. ABSTAIN: None.
3. Construction Code Updates. Chief Building Official Alfonso Acosta discussed the updates for the
2021 International Code Council (ICC) construction codes including existing Building, Energy, Fire,
Fuel Gas, Mechanical, 2020 National Electrical Code, Plumbing, Property Maintenance, Residential,
Swimming Pool/Spa and local amendments. The members reviewed the updates and asked additional
questions for clarification. Once questions were answered and discussed further with Legal Counsel
and the Building Official the members were ready to vote. Anthony Beebe made a motion to adopt
the code updates. Jim Craig seconded. AYES Bruce Beneke, Muddy McDaniel, James Craig,
Anthony Beebe, Eddie Matthews, Gerry Spedale, David Flame, and Charles Marshall NOES: None.
ABSTAIN: None.
