A motion was made by Board Member Vargas, seconded by Board Member Howse, to authorize the Chair of the Zoning Board of Adjustment to sign the settlement agreement. Closed Executive Session to be held under Section 551. After the alU10Uncement, the City Council conducted a closed, executive session beginning at 5:25 p.m. 2 City Council Regular and Special Session, December 10,2007 After the closed, executive session, the Mayor announced, in open session, that the City Council had concluded its closed, executive session at 5:55 p.m. Mayor Kelly reported that the City Council agreed that the City Manager's salary should be increased from $140,000 to $150,000 per year retroactive through August 2007 in accordance with the employment contract. A motion was made by Council Member Cohen, seconded by Council Member Fry, to adjourn the Special Session. A vote was taken on the motion with the following result: Voting Aye: Voting Nay: Absent: Mayor Kelly, Council Members Fry, Cohen and Talianchich None Council Member Guffey The City Council adjourned the Special Session at 6:00 p.m. to convene in Regular Session. Formal Session Citizen Comments There were not any residents who wished to speak at this time. City Council minutes. Matters related to the minutes of the Regular and Special Session conducted on December 3, 2007. A motion was made by Council Member Fry, seconded by Council Member Cohen, to approve the minutes as presented. A vote was taken on the motion with the following result: Voting Aye: Voting Nay: Absent: Mayor Kelly, Council Members Fry, Cohen and Talianchich None Council Member Guffey The motion passed 4-0. Council Reports There were not any reports given at this time. City Manager Report 3 City Council Regular and Special Session, December 10. 2007 The City Manager reported that the Staff would be having a pre-construction meeting on the College StreetlBellaire Boulevard improvement project with constmction beginning in January of 2008. It was also reported that a meeting was held with Harris County officials Mike Talbot and Art Storey to talk about detention requirements with the College Street project. They al'e holding firm that the detention is required. Phase I of the Streetlight Project should also begin the first of January with a completion date in March. Star Citizen Award Program. Matters related to the Star Citizen Award Program including recognition of volunteers. Parks and Recreation Director Tim O'Connor reported that the "West University Place Star Citizen Awards" program recognizes exemplary efforts by citizens whose volunteer efforts improve the overall quality of life in the West U Community. This is the third round of this program that publicly recognizes the efforts of volunteers through a presentation at a City Council meeting and providing each volunteer with a "Star" award presented by the Mayor. Below is a summary of their contribution to the community: Project: Father's and Flashlight's - an Urban Camping Experience Scope: Daryl and Aaron Hoover participated in a comparable event in the Austin area and felt the concept would work very well in West University Place. They contacted the Parks Department and with the approval of the Parks Board the planning got underway for a West University Place event. Daryl recruited her husband Aaron and her good friend Jennifer Gatto and these three never looked back! They recruited over 100 volunteers, raised over $30,000.00 in private donations and the inaugural event realized over 400 dads and their children participating. The event was flawless and nothing but positive comments were received from all who attended. When the dust settled, the total event profits of $29,000.00+ were presented to the Friends of West University Place Parks Fund, Inc. Daryl, Aaron and Jennifer have agreed to serve as Event Chairpersons for the 2008 event and have already started planning forward. This event epitomized the spirit of our community and provided a wonderful opportunity for Dads to interact with their children, Moms to enjoy a night off and allowed for many new friendships. Mayor Kelly presented awards honoring Daryl and Aaron Hoover and Jennifer Gatto. Adiournment A motion was made by Council Member Cohen, seconded by Council Member Fry, to adjourn the Regular Session. 4 City Council Regular and Special Session.
