HomeMy WebLinkAboutOrd 1478 - Amending Ord 1448; budget 1993 1 ORDINANCE NUMBER 1478 AN ORDINANCE AMENDING ORDINANCE NUMBER 1448 WHICH APPROVED THE BUDGET OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS FOR THE FISCAL YEAR BEGINNING JANUARY 1,1993, AND ADOPTED ON NOVEMBER 16,1992, CONTAINING FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EMERGENCY WHEREAS, as provided in the City Charter, the City Council is authorized to transfer moneys within budgeted funds, and the City Council is also authorized to make emergency appropriations to meet pressing needs for public expenditures in order to protect the public health, safety and welfare; and WHEREAS, the City Council desires to amend the current year's budget in order to effect such transfers and to reflect such emergency appropriations; and WHEREAS, the City Council finds and determines that all of such changes in the budget are made for municipal purposes, as allowed by state law; NOW THEREFORE, I II I BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS: Section 1. That the budget of the City of West University Place for the 12 month period beginning January 1, 1993, and ending December 3 1, 1993 as heretofore adopted be, and it is hereby, amended for additional expenditures and revenues, from the General Fund as shown by the following schedule: Additional Expenditures-General Fund City Council City Manager Finance Police Fire Building Division Public Works Division Solid Waste General Services Parks Recreation Senior Services $ 24,600.00 -5,000.00 18,000.00 - 21,400.00 -65,100.00 -12,460.00 -6,000.00 80,300.00 16,050.00 -11,300.00 25,820.00 -4,900.00 I I Additional Expenditures-Water Sewer Fund Water Sewer Collection $ 48,600.00 -15,000.00 Original Total General Fund Expenditures Amended Total General Fund Expenditures $6,270,760.00 6,309,370.00 Original Total Water Sewer Fund Expenditures Amended Total Water Sewer Fund Expenditures 2,445,220.00 2,478,820.00 Original Total Budget Expenditures Amended Total Budget Expenditures 15,764,168.00 15,836,378.00 Section 2. ADDITIONAL INCOME. The City Council hereby determines it advisable to amend such budget to increase the total expenditure and also increase the total anticipated income so that the total means of financing the budget shall equal in amount the aggregate proposed expenditures. The revenue accounts and available cash of the General Fund is amended by adding the amounts shown by the following schedule: Additional Revenue and Income-General Fund Franchise Tax- HL&P $ 38,610.00 Additional Revenue and Income-Water Sewer Fund Utilities: Late Payment $ 33,600.00 I II I Original Total General Fund Revenues Amended Total General Fund Revenues $6,270,760.00 6,309,370.00 Original Total Water Sewer Fund Income Amended Total Water Sewer Fund Income 2,445,220.00 2,478,820.00 Original Total Budget Revenue and Income Amended Total Budget Revenue and Income 15,764,168.00 15,836,378.00 Section 3 The City Council approves, adopts and ratifies the findings set out in the preamble hereof and directs that the City Secretary file a copy of this ordinance with the county clerk, in the same manner as original budgets are required to be filed. Section 4. If any word, phrase, clause, sentence, paragraph, section or other part of this ordinance or the application thereof to any person or circumstance, shall ever be held to be invalid or unconstitutional by any court of competent jurisdiction, the remainder of this ordinance and the application of such word, phrase, clause, sentence, paragraph, section or other part of this ordinance to any other persons or circumstance shall not be affected thereby. Section 5. All ordinances and parts of ordinances in conflict herewith are hereby repealed to the extent of the conflict only. II Section 6. The City Council officially finds, determines and declares that a sufficient written notice of the date, hour, place and subject of each meeting at which this ordinance was discussed, considered or acted upon was given in the manner required by the Open Meetings Law, TEX. REV. CIV. STAT. ANN. art. 6252-17, as amended, and that each such meeting has been open to the public as required by law at all times during such discussion, consideration and action. The City Council ratifies, approves and confirms such notices and the contents and posting thereof. I I I II Section 7.
