ORDINANCE NUMBER 970
AN ORDINANCE FINDING AND DETERMINING THAT ALL PROCEEDINGS
HAVE HERETOFORE BEEN COMPLETED AND ALL THINGS DONE PRE-
REQUISITE TO EXECUTION OF A CONTRACT FOR ADDITIONS AND
REMODELING TO THE MUNICIPAL BUILDING; AND FOR PURCHASE AND
ERECTION OF A FREE STANDING COMMUNICATIONS TOWER; RECITING
THE DATE TO RECEIVE BIDS FOR ADDITIONS AND REMODELING TO
THE MUNICIPAL BUILDING AND DELIVERY OF A FREE STANDING COM-
MUNICATIONS TOWER; REFERING SAID BIDS SO THAT THEY MAY BE
STUDIED BY THE CITY COMMISSION, CITY MANAGER AND ARCHITECT
AND FOR RECOMMENDATION; APPROPRIATING THE NECESSARY FUNDS
FOR ADDITIONS AND REMODELING TO THE MUNICIPAL BUILDING;
APPROVING AND ACCEPTING THE CONTRACT, BOND AND INSURANCE
IN CONNECTION WITH SAID IMPROVEMENT; AWARDING A CONTRACT
TO PARAMOUNT CONTRACTING, INC., HOUSTON, TEXAS; AND AUTHORIZ-
ING EXECUTION THEREOF BY THE MAYOR OF THE CITY OF WEST UNI-
VERSITY PLACE, TEXAS.
WHEREAS, the City Commission has heretofore determined that certain
improvements to the City Hall are required because of inadequate 1 ighting,
insufficient storage space and the need of additional room to serve as a con-
ference room for Department Heads, Committee and Board meetings; and
WHEREAS, the City Commission has also heretofore determined that the
City Commission chamber should be modernized in keeping with the cityls improve-
ment program; and
WHEREAS, the architectural firm Wahlberg & Morales, Houston, Texas,
were engaged to prepare drawings, plans and specifications for additions and
remodel ing to the municipal building; said plans and specifications were sub-
sequently approved by the City Commission, after certain revisions; and
WHEREAS, by appropriate action of the City Commission notice to bid-
ders was publ ished in the Houston Chronicle, September 20, 1971, for additions
and remodel ing to the municipal building and for one free standing communica-
tions tower; and
WHEREAS, on the date of October 11, 1971, the following bids were re-
ceived:

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
WEST UNIVERSITY PLACE, TEXAS:
Section l. That the City Commission of the City of West University
Place, Texas, does hereby find and determine that each of the proceedings here-
in outl ined has been duly and legally performed.
Section 2. That the City Commission, after proper study, accepted
the lowest responsible bid for the free standing communications tower submitted
by Consolidated Electrical Distributors, Inc. in the sum of $l,54l.28 and
authorized purchase thereof.
That it was further determined that the construction of a foundation
and erection of the communications tower and connection of cables and antennas
to the base radio transmitter would require an additional $l,500.00, such work
to be performed by city employees and the technical portion to be done on
negotiated force account basis.
Section 3. After revision of the plans and specifications by the City
Commission and architect, it was determined that the lowest secure bid was that
submitted by Paramount Contracting, Inc., Houston,Texas.
Section 4. That the insurance requirements as set forth in the con-
tract documents, including coverage of Workmenls Compensation, Builder's Risk,
Bodily injury and Property Damage, are hereby accepted.
Section 5. That the standard form of contract recommended by AlA
prepared by architects Wahlberg & Morales and approved by the City Attorney, as
set forth in the contract documents between the City of West University Place
and Paramount Contracting, Inc. for addition and remodel ing to the municipal
building, as hereinabove described, is hereby approved.

Section 7. That in addition to $5,000.00 approved in the 1971 Budget
for City Hall renovation, the sum of $48,000.00 is required, and that $25,000
is hereby appropriated from the General Fund and $23,000 from the Water-Sewer
Fund, which have not been appropriated for any other purpose. Said $53,000.00
is appropriated to satisfy the contract of Paramount Contracting, Inc.; for
architectural fees to Wahlberg & Morales and for funds necessary for the con-
struction and erection of communications tower.

Section 8. The Mayor is hereby authorized to approve and sign
said contract between the City of West University Place and Paramount Con-
tracting, Inc.
