HomeMy WebLinkAboutOrd 960 - Amending Section 19-1 Creation of the Position of Sergeant /i6 ORDINANCE NUMBER 960 AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS; AMENDING SECTION 19-1 OF THE CODE OF ORDINANCES OF SAID CITY; PROVIDING FOR THE CREATION OF THE POSITION OF SERGEANT OF THE POLICE DEPART- MENT OF SAID CITY IN ADDITION TO OTHER CLASSIFICATIONS HERETOFORE ADOPTED; AUTHORIZING PAY DIFFERENTIAL; AND PROVIDING AN EFFECTIVE DATE WHEREAS, it is the desire of the City Commission of the City of West University Place, Texas to provide a means to fortify the leadership in the Pol ice Department by distributing authority in positions other than that of Chief of Pol ice and Lieutenant; and WHEREAS, the City Commission finds that it is impossible for one Chief of Police and the Lieutenants to be on hand at all hours of the day and night to make decisions and direct the work of the members of the Police Department, particularly during week-ends, holidays and vacations,and the City Commission further finds that it is advisable to have an administrative officer in charge of Police Department activities on each of the three (3) tours of duty, with authority to make decisions and to give instructions and di rect the other members of the Police Department in the absence of constituted authority; and WHEREAS, it is the desire of the City of West University Place, Texas to create two (2) new positions in the Police Department of said City and to differentiate between the office of Patrolman and the office of Lieutenant and Chief of Police by giving the holder of such position the rank of Sergeant, such nomenclature being a useful choice upon the part of the City Commission applicable to this Police Department and in no way indicative of comparable authority, position, and salary of the holders of such position bearing such name in larger metropolitan police departments; and WHEREAS, it is further determined that the persons appointed to the position of Sergeant shall be those who are now members of the Police Depart- ment, or shall hereafter be employed. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF WEST UNIVERSITY PLACE, TEXAS: Section 1. That Ordinance Number 933, passed and approved on the 26th day of January, 1970, and appearing as Section 19-1 of the Code of Ordinances of the City of West University Place, Texas, is hereby amended and hereafter said Section 19-1 shall read as follows: ll(a) Section 19-1. There is hereby created three (3) positions in the City of West University Place, Texas Pol ice Department to be intermediary positions between the Chief of Police and the Patrolmen. The holder of each such position shall be known as IILieutenantl1 of the Police Department. (b) Each lieutenant shall be designated such power and authority as the Chief of Police of the City of West University Place, Texas, shall see fit to delegate and each such officer shall be responsible directly to the Chief of Police of the City of West University Place, Texas. 18'( (c) Each of such positions shall carry an additional remuneration over and above the remuneration paid to Sergeants and such additional remuneration shall be that which is recommended by the City Manager and the Chief of Police, and approved by the City Commission. (d) There is hereby created two (2) positions in the City of West University Place, Texas to be intermediary positions between the Chief of Police, Lieutenants and the Patrolmen. The holder of such position shall be known as Sergeant of the Police Depart- ment and his authority shall supercede that of Patrolmen Classi- fication I I and Patrolman. (e) Each Sergeant shall be designated such power and authority as the Chief of Police of the City of West University Place, Texas shall see fit to delegate and each such officer shall be respon- sible directly to the Chief of Police of the City of West Univer- sity Place, Texas. (f) Each of such positions shall carry an additional remuneration over and above the remuneration paid to Patrolmen and such addi- tional remuneration shall be that which is recommended by the City Manager and the Chief of Police, and approved by the City Commission. The designation of the persons holding such positions shall be made by the Chief of Police and shall carry a pay differential. Each position of "Patrolman Classification 1111 shall carry an addi- tional remuneration over and above the remuneration paid to IlPatrolmenll and such additional remuneration shall be that which is recommended by the City Manager and the Chief of Police and approved by the City Commission. (h) Each IlPatrolman Classification 1111 shall be designated such power and authority as the Chief of Police of the City of West Univer- sity Place, Texas shall see fit to delegate and each such person shall be responsible to the Chief of Police through the authority of a Sergeant of the Police Department of said City. (i) The total complement of personnel of the Police Department of the City of West University Place, Texas shall hereinafter con- sist of the following: Chief of Police, three (3) Lieutenant~ two (2) Sergeants, four (4) Patrolmen, Classification I I, five (5) Patrolmen, four (4) Radio Dispatchers and two (2) School Patrolmen, making a total of twenty-one (21) persons. Section 2. This Ordinance shall become effective and be in force on the fi rst day of July, 1971. PASSED AND APPROVED this 28th day of June, 1971.
