ORDINANCE NUMBER 954
AN ORDINANCE AMENDING THE CODE OF ORDINANCES OF THE CITY
OF WEST UNIVERSITY PLACE, TEXAS, BY THE ADDITION THERETO
OF SECTION 6-21.1; PROVIDING FOR THE CREATION OF A HEAT-
ING, AIR-CONDITIONING AND REFRIGERATION BOARD IN THE CITY
CONSISTING OF SEVEN (7) MEMBERS; SETTING FORTH THE QUALI-
FICATIONS FOR MEMBERSHIP ON SUCH BOARD; AND PROVIDING FOR
AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF WEST UNIVERSITY
PLACE, TEXAS:
Section 1. That the Code of Ordinances of the City of West University
Place, Texas, is hereby amended by adding a section to be numbered Section
6-21.1, which said section reads as follows;
I'Section 6-21.1: There is hereby created a Heating, Air-Conditioning
and Refrigeration Board, which shall consist of seven (7) members appointed by
the City Commission, The chairman, vice-chairman and secretary of the Board
shall be elected by a vote of the Board. Each of seven (7) positions shall be
numbered. A quorum shall consist of at least four (4) members and a ~ajority
vote of such quorum shall prevail in the transaction of all business of the Board.
(a) Position number one shall be filled by a registered professional
mechanical engineer.
(b) Position number two shall be filled by a qual ified professional
eng i neer.
(c) Position number three shall be filled by a registered professional
architect.
(d) Position number four shall be filled by a person associated with
the building industry.
(e) Position number five shall be filled by a qualified representative
of an electrical utility company,
(f) Position number six shall be filled by a qualified representative
of a gas utility company.
(g) Position number seven shall be fi lled by an individual having quali-
fications unrelated to each of those specified in the six positions named
above.
(h) Each member of the Board shall hold office unti 1 the next succeeding
election of the City Commission or until their successors have been duly
selected and qualified, and shall serve without compensation from the city.
Provided, however, any member of such Board shall be subject to removal for
just cause at the wi 11 and pleasure of the City Commission.
(i) The City Engineer and City Building Inspector shall meet wich such
Board and shall serve the Board in an advisory capacity without voting
authority,

This Board is created for organizational purposes and is charged with the re-
sponsibi I ity of preparing the details for an ordinance regulating the installa-
tion of heating, air-conditioning and refrigeration within the City of West
University Place. The Board has the responsibility to advise, to suggest, to
evaluate and to recommend, but does not have the power to implement or execute."
Section 2. This Ordinance shall take effect immediately from and after
its passage and approval as required by law.
