AN ORDINNQCE PROVIDING FOR Al~D REGULATING OFF STREET
~~RKING; PROVIDING FOR THE I~ffiER OF OFF STREET P~BK-
ING SPACES FOR VARIOUS Ij\!1PROVElvIEJ\jTS DESCRIBING SIZE
AND LOCATION OF PROVIDING A PENALTY; CONTAIN-
ING A SEVERABILITY CLAUSE A1w PROVIDING AN EFFECT~1E
DATE.
BE IT ORDAINED BY THE CITY COM]\lISSION OF THE CITY OF HEST UNIVER-
SITY PLACE) TEXAS:
Section 1. There shall be provided at the time any building or structure is
erected or structurally altered (except as provided in Sub-Section 3 of
Section 2)) off-street parking spaces in accordance with the following minimum
requirements;
(1) Dwellin~s' Two parking spaces per dwelling unit for all s of
dwelling units) which shall include single-family) two-family)
apartment and townhouse. In cases where existing facilities are
removed) destroyed or converted) the two parking spaces regulation
shall not apply) but may revert to the original parking condition.
(2) Church or Temple: One parking space for each four (4) seats in the
main auditorium.
(3 ) Community Center, Library, Museum or Art (-;'allerv' 'ren (10) parking
spaces plus one additional space for each 300 square feet of floor
area in excess of 2)000 square feet.
(4) Hospital: One parking space for each bed.
(5) Theatre or Auditorium: One parking space for each four (4) seats or
bench seating spaces.

Clinic: One (1) parking space for each 200 square feet of floor
area but not less than three (3) parking spaces.
(7) Mortuarv or FlmerAl Home' One parking space for each four (4) seats
or bench seating spaces in chapel.

EstablisD~Qent: One parking space for each four seats for the general

(9) Grocery Stores, Including Drive-In Groceries aDd ShoPDing Centers:
One parking space for each 100 square feet of floor area.
(10) Anv Other individual Retail stores Rno Personal Service Establish-
ments: One parking space for each 3c6"s'quare feet of floor area,

Plant, Warehouse or Similar Establishment. One parking space for
each three (3) employees on the maximum working shift) space
to acco~nodate all trucks and other vehicles used in connection
therewith.

Section 2. In canputing the number of such parking spaces required, the fol-
lowing rules shall govern:
(1) "Floor Area" shall mean the gross floor area of the specific use.
(2) The parking space required for a use not specifica~ mentioned
herein shall be the same as required for a use of similar nature.
(3) Whenever a building or use constructed or established after the
effective date of this ordinance is changed or enlarged in floor
&rea, number of employees, number of dwelling units, seating capacity
or otherwise, to create a need for an increase of ten percent (l~)
or more in the number of existing parking spaces, such spaces shall
be provide~ on the basis of the enlargement or change. Whenever a
building or use existing prior to the effective date of this ordin-
Dance is enlarged to the extent of fifty percent (5~) or more in
floor area in the area used, said building or use shall then and
thereafter comp~ with the parking requirements as set forth therein.
Section 3. Location of Parking Spaces: All parking spaces required herein
shall be located on the same lot with the building or use served, within the
property lines, except that where an increase in the number of spaces is re-
quired by a change or enlargement of use or where such spaces are provided col-
lectiveJy or used .1oin't~ bY' 'two or more buildings or establishments, the re-
quired spaces may be loCated not to exceed 300 feet from an ins'ti tutional build-
ing served and not to exceed 500 feet from ~ other non-residen'tial building
served.
Not more than fifty percent (5oj) of the parking spaces required for (1) thea-
tres, private clubs or cafes, and up to one hundred percent (100~) of the
, parking spaces required for a church or school auditorium. may be provided and
used .1oint~ by (2) banks, offices, retail stores, repair shops, service estab-
lishments and similar uses not normaJ.ly open, used or operated during the same
hours as those listed in (1).
Section 4. Loading Space: Every building or part thereof erected or occupied
in the Retail Business District shall provide and ma1ntain on 'the same premises
adequa'te loading space for 'the operation of the business, separate and apart
from the off-street parking spaces specified above.
Sec'tion 5. Minimum Dimensions for Off-S'tree't Parking:
(1)
90-Degree Angle Parking: Each parking space shall be not less than
nine (9) feet wide and not less than eighteen (18) feet in length.
Maneuvering space shall be not less than 'twenty-three (23) feet in
length or breadth.
60-Degree Angle Parking: Each parking space shall be not less than
nine (9) feet wide perpendicular to the parking angle and not less
than eighteen (18) feet in length when measured at right angles to
the building or parking line. Maneuvering space shall be not less
than eighteen (18) feet perpendicular to the building or parking
lines.

(3) 45-Degree Angle Parking: Each parking space shall be not less trlan
nine (9) feet wide perpendicular to the Darking angle and not less
than eighteen (18) feet in lengGh when measured at right angles to
the building or parking lines. Maneuvering space shall be not less
than fifteen (14) feet perpendicular to the bu~lding or parking _ines.
(4) ~~en off-street parking facilities are located adjacent to a public
alley, the width of said alley L~y be assumea to be a portion of the
maneuve~ing space requirement.
(5) A private walk, if Drovided adjacent to a business building, shall
be not less than five (5) feet in width and shall be in add~tion to
the minimum requirement for parking and ffiBneuvering space herein re-
quired.
Section 6. Penalty for Violations: Any person, agent or employee of any
person, firm or corporation violating the provisions of the preceding Sections
of this ordinance shall be fined not less than $1.00 nor more Ghan $200.00
and each day such person, firm or corporation shall allow such violation to
exist shall constitute a separate and additional offense.
Section 7. Severability Clause: If any section, sub-section, sentence,
cJBuse, phrase or portion of this ordInance is for any reason held invalid or
unconstitutional by any court of competent ~urisdiction, such portion shall
be deemed a separate, distinct and individual provision and such shall not
affec'G the validity of the ~E:maining [rovlslons thereo::.
Section 8. Effective Date: Ttis ordinance shall take effect and be in ::orce
immediately from the date of its passage and approval and publication as re-
quired by law.
