AN ORDINANCE CALLING AN ELECTION WITHIN THE CITY OF WEST
UNIVERSITY PLACE, TEXAS FOR THE 28TH DAY OF JANUARY, 1967
FOR THE PURPOSE OF PERMITTING THE ELECTORS OF SAID CITY
TO VOTE FOR OR AGAINST ORDINANCE NUMBER 879, COMMONLY
REFERRED TO AS "THE TOWNHOUSE ORDINANCE"; DESIGNATING THE
POLLING PLACES; PRESCRIBING THE FORM, DATES A1~ HOURS FOR
ABSENTEE BALLOTING; NAMING THE ELECTION JUDGES AND CLERKS;
AND PROVIDING FOR NOTICE OF ELECTION
WHEREAS, on the 10th day of October, 1966, Ordinance number 879,
creating a Townhouse Dwelling District on Lots 1 through 16, Block 1 and
Lots 1 through 15, Block 2, Monticello Addition in the City of West Univer-
sity Place, was passed and approved by the City Commission of the City of
West University Place, Texas; and
WHEREAS, on November 8, 1966, a petition signed by a large number
of electors of the City of West University Place requesting that the City
Commission either repeal ordinance number 879 or submit it to a vote of the
electors, was filed in the Office of the City Secretary by Mr. H. Allen
Weatherby; and
WHEREAS, the City Secretary has checked the signatures on said
petition against the current poll tax and exemption list, and has certified
to the City Commission that said petition does contain the signatures of at
least ten per cent (10%) of the number of electors who voted at the last
General City Election held on November 3, 1964, and that said petition has
been filed in proper form and within the time limitations prescribed by
the City Charter; and
WHEREAS, the City Commission, after due consideration, determines
that Ordinance number 879 is in the best interests of the citizens and prop-
erty owners of the City of West University Place, and does not desire to
repeal said ordinance number 879 as requested in said petition;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY
OF WEST UNIVERSITY PLACE, TEXAS:
Section 1. That an election shall be held in the City of West
University Place on January 28, 1967, being the fourth Saturday in the
month of January, for the purpose of allowing the electors of the city to
vote "For" or "Agains t 11 Ordinance number 879, commonly referred to as "The
Townhouse Ordinance".
Section 2. The polling places within the corporate limits of the
City of West University Place, Texas shall be the same as heretofore estab-
lished by the Commissioners' Court of Harris County, Texas; to wit: Pre-
cinct number 133 shall be at the City Hall of West University Place located
at 3800 University Boulevard; Precinct number 15 shall be at the Community
Building located at 6104 Auden Street; Precinct number 87 shall be at the
West University Elementary School located at 3756 University Boulevard;

Precinct number 183 shall be at the Street Department Building located at
3820 Milton Street, and such polling places and the polls thereat shall be
open from 7 a.m. to 7 p.m. on said election date.
Section 3. Ballots in such election shall be voted by use of a
voting machine of the type approved by the Secretary of State, according to
Article 7.14 of the Texas Election Code; provided, however, that absentee
voting shall be by use of paper ballots. The time and place for absentee
voting shall be in the Office of the City Secretary and shall be between the
hours of 8 a.m. and 5 p.m., working days, excluding Saturdays and Sundays.
Absentee balloting shall begin on the twentieth day and continue through the
fourth day preceding the date of the election.
Section 4. That in said voting precincts the following named per-
sons are hereby appointed managers thereof, to wit:
(a) Precinct number 133:
Presiding Judge: Sidney Yoder
Alternate Judge: Mrs. Sidney Yoder
Clerks: Mrs. W. E. Ewing and Mrs. S. D. Jackman
(b) Precinct number 183:
Presiding Judge: Jesse Darling
Alternate Judge: J. D. Woodson
Clerks: Mrs. Glynelle Rice and Mrs. Nell Lee
(c) Precinct number 87:
Presiding Judge: Charles H. Wallace
Alternate Judge: Mrs. Bessie Schadler
Clerks: Mrs. Charles H. Wallace and John Pershing Monahan
(d) Precinct number 15:
Presiding Judge: L. B. Bricker
Alternate Judge: Robert E. Abel
Clerks: Mrs. Shirley J. Abel and Mrs. A. C. Moss
Section 5. That a copy of this ordinance and notice ordering the
election signed by the Mayor, shall be posted in the proper place at each
of the respective polling places, as designated herein.
Section 6. That the City Secretary is hereby directed to give
notice of said election, in accordance with Law.
PASSED AND APPROVED this 12th day of December, 1960.
