The City Council of the City of West University Place, Texas, met on Monday, May 19, 2025, at 6:30 p.m., in the Municipal Building at 3800 University Boulevard, for the purpose of considering the agenda of items
listed. The meeting was held in person and the public was able to listen via Zoom.
1. Call Meeting to Order Mayor Sample called the regular meeting to order at 6:30 p.m. The Council in attendance were Mayor Pro Tem Montgomery, Councilmembers Hart, and Brett. Staff in attendance were City Manager Beach, City Secretary Garcia, and City Attorney Smith (Olson and Olson), Police Chief Ratliff, Parks and Recreation Director White, Fire Captain Smith, Assistant to the City Manager Bishop and members of the Fire Department. 2. Pledge of Allegiance
Pledge of Allegiance was led by Boy Scout Troop 266.
3. Public Comments
This is an opportunity for citizens to speak to the Council relating to agenda and non-agenda items. Speakers are required to register in advance and must limit their presentations to three minutes each. If the topic the speaker wishes to address is on the agenda, the speaker may either speak at this time or defer his/her comments until such time the matter is discussed. Sarah Chaudhry, 3768 Rice Blvd., spoke regarding elections.
4. Presentation of Certificates of Election
City Secretary Garcia presented the Certificate of Elections to the newly elected slate of Council Members, as a result of the May 3, 2025, General Elections. 5. Swearing In Ceremony Matters related to the administration of the statement and Oaths of Office to the newly elected Mayor
and Council. Judge Wise, 14th Court of Appeals Houston, administered the Oath of office to the slate of incoming Mayor and Councilmembers.
6. Comments from the Mayor, outgoing and incoming Councilmembers Incoming and outgoing members present made comments and thanked their supporters, family, friends and staff.

Mayor Sample presented plaques to outgoing Mayor Pro Tem Montgomery and Councilmember Hart on behalf of the city.
8. Emergency Medical Services Week Matters related to proclaiming the week of May 18 through May 24, 2025, Emergency Medical Services (EMS) Week, recognizing those who serve communities at the federal, state and local level to provide lifesaving Emergency Medical Services to those in need. Recommended Action: proclaim May 18 – 24, 2025, as Emergency Medical Service (EMS) Week in the City of West
University Place. Mr. Adam Smith, Fire Captain. [See Agenda Memo 8] Mayor Sample declared May 18-24, 2025, as Emergency Medical Service (EMS) Week in the City of West University Place.
9. Director of Public Works Appointment
Matters related to appointing a Director of Public Works. Recommendation Action: Approve the
appointment of Public Works Director. Mr. Dave Beach, City Manager. Item was postponed at the request of the City Manager and candidate; no action was taken.
10. Consent Agenda All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember requests an item be removed from the Consent Agenda and be considered in its normal sequence on the agenda. A. City Council Meeting Minutes Matters related approving the City Council meeting minutes for both the Special and Regular City Council meeting of May 12, 2025. Recommended Action: Approve the Minutes for May
12, 2025. Ms. Tracylynn Garcia, City Secretary. [See Agenda Memo 10a] B. Recycling and Solid Waste Reduction Board Ordinance Revision
Matters related to a revision to the Recycle Board Ordinance to reflect water conservation education. Recommended Action: Adopt Ordinance 3085 on Second and final reading. Mr. Monte Edlund, Chair and Ms. Lauren Kimble, Special Proj. Coor. [See Agenda Memo 10b]
Councilmember Brett made the motioned, seconded by Councilmember Hart, to approve the consent agenda items. Motion passed unanimously.
11. Recess Regular Meeting and Convene Executive Session
City Council will recess to convene an executive session to deliberate personnel matters: Underground Utilities Task Force, as authorized by Title 5, Chapter 55.074, Texas Government Code.
Council entered Executive Session at 7:08 p.m. 12. Adjourn Executive Session and Reconvene Regular Meeting Matters related to any action resulting from Executive Session deliberations.
Executive Session ended and the Mayor reconvened the Regular Meeting at 7:29 p.m.

13.Underground Utility Task Force & Appointments
Matters related to establishing the Underground Utility Task Force and appointment members via aresolution. Recommended Action: Approve the resolution to formally establish the Underground
Utility Task Force, define the objectives of the Task Force, and appoint the initial members assubmitted. Mr. Austin Bishop, Asst. to the City Manager [See Agenda Memo 13]
Councilmember Hart motioned, seconded by Mayor Pro Tem Montgomery to approve the slate ofappointed members as stated by City Manager Beach.
Motion passed unanimously.
14.Adjourn Regular MeetingMotion made by Councilmember Hart to adjourn the Regular City Council meeting, seconded byMayor Pro Tem Montgomery.
Motion passed unanimously.
