It appearing that notice was duly given as required
by law for bids for the construction of a sewage disposal
plant for the City of West 'University Place, Texas, and other
improvements and extensions to thesewar system of the City,
and,that._the bids o..f V~. F. WARFIELD & COMPANY was received-,
opened and was the lowest and best. bid, and that such bid

revenue bonds voted for such purpose and to be paid from the
