AN ORDINANCE CREATING THE CITY PLAN COMMISSION OF
THE CITY OF WEST UNIVERSITY PLACE, TEXAS, PROVID-
ING FOR THE APPOIN~~ENT AND QUALIFICATION OF THE
MEMBERS THEREOF; PRESCRIBING THEIR PO~~RS AND DUTIES;
PRESCRIBING THE CQMPENSATION IDa BE RECEIVED BY THE
MEMBERS THEREOF; PROVIDING THAT ALL ORDINANCES AND
PARTS OF ORDINANCES IN CONFLICT WITH THES ORDINANCE
ARE REPEALED AND PROVI~ING WHEN THIS ORDINANCE SHALL
TAKE EFFECT AND BE IN FORCE.
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF TR~ CITY
OF WEST UNIVERSITY PLACE, TEXAS:
Section 1.
There is here created the City Plan Commission of the
City of West University Place, Texas.

The City Plan Comnlission shall be composed of five mem-

bers, all of whoW shall be resident citizens and property
owners of the City of West University Place, Texas. The JIDem-
bers of said Commission shall be appointed by the Mayor by
and with the consent and approval of the Board of Commissioners.
The term of office of the respective persons comprising the
Commission shall be for a period of two (2) years and until
their successors are appointed and qualified, the term of office
of the persons comprising the Commission to be first appointed
under the provisions of this Ordinance' to extend to the first
Tuesday in April, 1939, and until their successors are duly
appointed and qualified, and the term of office thereafter to
be for a period of two. (2) years commencing with the said first
Tuesday in April every second year~

Section ().
At the first meeting of the Gommission, or as near there-
after as practicable, there shall be selected from among the

members thereof a Chairman and a Vice-Chairman. The City
Secretary, of the City of West University Place, shall be
ex-officio Secnetary of the Commission and it shall be his
duty to keep minutes of all meetings of said Commission in
a permanently bound book selected for such purpose, the min-
utes of each meeting to be signed by the Chairman, or in his
absence, by the Vice-Chairman and attested by the Secretary.

Section 4.
No member of the Con~ission shall receive compensation
for his services but each shall be entitled to his actual and
necessary expenses incident to the discharge of the duties
of his office, sUbJ"ect to approval by the Board of Commission-
ers. of' the City of' West University Place. [j
Sec tion f).
It shall be the duty of the City Plan Commission to
make a thorough and complete survey of the City of West Uni-
versity Place for the purpose of formulating a comprehensive
program for the constructive development of the City a.ndfrom
time to time make recommendations to the Board of Commissioners
with reference thereto. It shall be .empowered to hold public
hearings, if such may be deemed necessary to ascertain nec-
essary information, for the purpose of making recomrnendations
to the Board of Commissioners. Before the Board of Commis-
sioners take any action on any proposed amendment, supplement
or change in or to the zoni!lg ordinances of the City, it
shall submit the same to the City Plan Commission for its

recommendation and report. It shall also have such other
powers and perform such other duties as may be required of
it from time to time by the Mayor or Board of Commission-
ers of the City of West University place.

No member of the City Plan Commission shall be inter-
ested, either directly or indirectly, in any contract of con-
struction or in any other manner in any project pending be-
fore the Commission and if any member is so interested, he
shall not vote thereon, this to be recorded in the minutes of
the meeting.
