AN ORDINANCE PROVIDING FOR THE CONSTRUCTION OF
RETURNS OR DRIVEWAYS TO PREVENT OBSTRUCTION OF
DRAINAGE; PROVIDING FOR THE CONSTRUCTION OF CUL-
VERTS; PROVIDING THAT THE DRAINAGE AREA SHALL
NOT BE REDUCED; PROVIDUW A PENALTY FOR VIOLATION
OF THIS ORDINANCE; PROVIDING TEAT ALL ORDINANCEti

PROVAL AND PUBLICATION.

BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE
CITY OF WEST UNIVERSITY PLACE, TEXAS:
Section 1.
It is hereby made the duty of all persons owning prop-
erty abutting on paved streets in the City of West University
Place to construct or cause to be constructed, at their own cost
and expense, returns or driveways paved with brick, stone or
other durable material, leading from curb line to the property

line on such lots as may be neGessary to enter with any vehicle
from the street, on such,grade as may be furnished by the City
Engineer, and in doing such work property owners shall have the
right to cut down the curb wall, but only as may be directed by
the City Engineer. It shall be the duty of the City Engineer,
.on the application of any property owner, to furnish the correct
grade for said proposed returns or driveways free of cost, and
the work of constructing said driveways shall be don:a under -his
supervision.
Section 2.
It is hereby made the duty of all persons owning

versity Place to construct or cause to be constructed, at their
own cost and expense, returns or driveways paved with brick,

the street line, if there be no curb, to the_ property line on
such lots as may be necessary to enter w1. th any vehicle from D
the street, on such grade as may be furnished by the City
Engineer, and such construction shall be as directed by the
City Enginaer, Under such returns or driveways there shall be
installed or constructed concrete culverts not less than 12
inches in diameter and not less than 14 feet in length, same
to be installed or constructed as directed by the City Engineer,
on such grade as may be furnished by the City Engineer. It
shall be the duty of the City Engineer, on application of any
property owners, to furnish the correct grade for said proposed
returns or driveways or concrete culverts free of cost, and the
work of constructing said returns, driveways and culverts shall
be done under his supervision.

Section 3.
It is hereby made the duty of all persons owning pro-
perty on paved or unpaved streets and in front of Ylhose~:.property
crossings from the curb wall to the pavement have been constructed,
to at once remove the same and construct returns, driveways, and
culverts (if streets are unpaved) as is provided in the foregoing

sections.
SAction 4.
Any person violating the provisions of this Ordinance
shall be deemed guilty of an offense and upon convietion be fined
not less than $1.00 nor more than $lOO.OO, and each day's con-
tinuance shall be deemed a separate and distinct offense.

Any Ordinance, or part thereof, in conflict with this

Ordinance is hereby repealed.
Section 6.
This Ordinance shall take effect and be in force im-
mediately from and after the date of its passage, approval
and publication.
