AN ORDINANCE AMENDING SECTION ONE OF ORD-
INANCE :NO.$" bPASSED AND APPROVED FEBRUARY
12, 1934jc--SO AS TO PROVIDE THAT THE EXAM-
INING AND SUPERVISING BOARD OF PLUMBERS
SHALL CONSIST OF FIVE MEMBERS: THE CITY
HEALTH OFFICER. THE C.ITY ENGINEER, THE CITY
PLUMBING INSPECTOR, A MASTER PLUMBER OF NOT
LESS THAN TEN YEARS ACTIVE AND CONTINOUS EX-
PERIENCE AND ONE JOURNEYMAN PLUMBER OF NOT
LESS THAN FIVE YEARS ACTIVE AND CONTIN OUS
EXP~IENCE;AND AMENDING SECTION 14 OF SAID
ORDINANCE 86 BY INSERTING THEREIN THAT THE
FEE FOR WDWNEYMEN PLUMBERS SHALL BE 50 CENTS
PER YEAR, AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY
OF WEST UNIVER SITY PLACE::
SECTION I.
That Section 1 9~ Ordinance 86 or the City of'West
Univer~ity Place :gassed and approved on the 12th day of
February, 1934, be amended so as to hereaf'ter read as f'ol-

permit for plumbing to any person who is not reg-
ularly licensed as a MASTER PLUMBER by the Exam-
ining and Supervising Board of Plumbers composed as
follows ::The 01 ty Health Officer, the 01 ty Eng-
1neer~ the City Plumbing Inspector, a Master Plumber
of not less than ten years active andcontinous

SECTION II.

Section 14 of said ordinance 86 shall be amended

. to read as follows:
Section l4~ License fee for journeyman plumber shall
be 50 cents per yea:r i or for any part of a year. Ex-
amina tion by the Examining and SUpervising Board of
Plumbers of journeyman 'plumbers shall be by question
and answer and the Board may give credit to those
appl1.can ts licensed by other Boards in Texas.
Section III.
The fact that Section I of Ordinance No.86 does
not conform with the State Law as to who shall compose
the Examining and Supervising Board of Plumbers and that
said Ordinance No.8S does not provide for a,lieense fee
to be charged to journeyman plumbers obtaining a license
in the City of West University Place ~reates an emer-

gancy and an imperative public necessity so that this
Ordinance shall take effect and be in force immediately
from the date of. its PASSAGE and APPROVAL.
SECTION IV.
If any. secti~m or __an~ part of any sec:tion of this
Ordinance is found to be unconstitutional it shall not in-

validate or effect any other section-or part of ~ny section,
as this Council did in the emerge~cy read and adopt each
section independent of each other.
