Said City Secretary, shall not issue a permit for plumbing to any perspn who has not first been regularly licensed to do plmnbing in the City of West University Place by the examining and supervising board of plumbers of the City of West University Place, composed as follows: . The Examining and Supervising Board of Plumbers so created shall examine and pass upon all persons who may hereafter seel{ to engaged in the business of plumb- ing as master plumber, or journeyman plumber. SECTION III. It shall be unlawful for any person to engage in the business of plumbing, whether as a master plumber, or journeyman plumber in the City of West University Place, unless he has submitted himself to the Board for Examination, and shall have been granted a license authorizing him to engage in the business of plumbing, and has been granted a license authorizing him to engage in the business of plumbing in the City of West University Place. SECiJ:1ION IV. The Board shall issue a license to such persons only as shall successfully pass a required examination with a grade of not less then 70 , and shall issue a license to all persons who shall successfully pass the. required examination because of any other fact or con- sideration. SECTION V. No application for examination for master plumber's license shall be granted unless the application shall give satisfactory evidence to the Board that he has had 'Q .0. ..~.~. ..- . 0.... .... .- ~{ {] 3 it iO_ at least three years experience as a journeyman plumber. SECTION VI. No license shall be issued by the Board for a longer period of time than one year and the commencement of each year shall be January 1st and its termination . December 31st. SECTION VII. The Board of Examiners shall meet on the third Wednesday in the month of 'March, June, September and December of each year. Said board shall not meet for the, purpose of examining applicants for licenses ex- D cept on the day and in the months designated, except should a legal holiday fall on the third Wednesday in any of the months designated such examinations shall be held on the following day. SECTION VIII. Except in case of forfeiture of license, it shall not be necessary to stand examination for renewal of " licenses provided 'application for such renewal is made prior to the expiration of existing license and upon payment of the fees as required for an original lecense. The Board shall register in a book to be kept for that purpose the name and place of business of each person to whom a plumber's license has been issued, and same shall be subject to public inspection during regu- lar office hours. o SECTION X~ It shall be unlawful for any person holding a plumber's license issued hereunder to transfer same or allow the use of same, directly or indirectly, by any person for the purpose of obtaining a permit to do any work hereinbefore specified. SECTION:<XI. Application for examination for plumbers licenses shall be made upon such forms as may be prescribed by the Board and approved by the City Council and accompan- ied by the required lecense fee. SECTION XII. License fees shall be as follows: For a master plumber, $10.00 per year. Provided, however, if the license is issued in March of any year the fee shall be:- Master plumber, $9.50; if the license is obtained in any month thereafter for the remainder of the year, then the license fee shall be:. Master plumber $9.00. SECTION XIII. Examinations shall consist of both written and practical work. Written examinations shall be conduct. ed in English and may include the drawing of plans for o o 5 D [] plumbing installations. Practical tests shall consist of work which will demonstrate the applicant's mechan- ical skill. An applicant failing in either written or practical test may, in the discretion of the Board, be re-examined in such test in which he may have failed to pass on the next examination date, but shall be required to pay the examination fee. Should an applicant fail to make the required seventy (70) per cent in both writ- ten and practical work, he shall not be admitted to re- examination until after the expiration of six months. Pro- vided, however, in the discretion ~ the Board of Exam- iners any person holding a valid license in the City of Houston as a master plurnber or journeyman plumber may be admitted to a license in the City of West University Place without the necessity of examination. SECTION XIV. It shall not be necessary for a journeyman plumber to stand the examination where he has a valid license is- sued in the City of Housto~. However, if he is not so lic- ensed, then he shall stand such examination as may be re- quired by the board upon submitting application accompan- ied by the first annual license fee of $.50. SECTION XV. I ~ 6 SECTION XVI. ..n 'U The Board of Examining and Supervising Plumbers shall pay to the City Tax Collector all fees collected by it. SECTION XVII. All licenses issued to pl~bers shall be made to expire on the 31st day of December next succeeding the date of issue. SECTION XVIII. Members of Examining and Supervising Board of Plumbers shall receive no compensation for their ser- vices on said board. SECTION XIX. Any complaining party shall have the right to ap- peal to the City Council within ten days after decision of the Board of Examining and Supervising Plumbers, who [J may at its discretion hold re-examination or such in- quiry as is found necessary.
