EMPLOYEE BENEFITS TRUST
MEETING MINUTES
The City of West University Place Employee Benefits Trust (EBT) met on Monday, November 6, 2023, at
approximately 6:45 p.m. in the Municipal Building Council Chambers located at 3800 University Boulevard.
Agenda of Items:
1. Call Meeting to Order
Chair Sample called the meeting to order at approximately 6:45 p.m. Board Trustees Montgomery,
Carroll, Brett, and Hart were present.
HR Director Urban and the City’s consultant with HUB International, presented.
After the presentation and discussion, members of the board said they would like to see an HMO option
for employees that might want to participate in a more cost-effective plan. City Manager Beach said
staff will work with the consultants on this and bring their findings back before the Board on or before
November 13, 2023.
The Employee Benefits Trusts voted on benefits as follows:
2. Authorize a direct contract for Medical Insurance with United Healthcare.
No action taken.
3. Authorize a direct contract for Dental Insurance with United Healthcare.
No action taken.
4. Authorize a direct contract for Life, AD&D, and Disability with Blue Cross Blue Shield/Dearborn.
Trustee Montgomery moved to approve. Trustee Brett seconded the motion. MOTION PASSED.
Ayes: Sample, Montgomery, Carroll, Brett, Hart
Noes: None
Absent: None
5. Authorize a direct contract for optional Vision Insurance with United Healthcare.
Trustee Brett moved to approve. Trustee Hart seconded the motion. MOTION PASSED.
Ayes: Sample, Montgomery, Carroll, Brett, Hart
Noes: None
Absent: None
6. Authorize the direct contract for the Employee Assistance Program with UTEAP.

Trustee Brett moved to approve. Trustee Montgomery seconded the motion. MOTION PASSED.

7. Adjourn and reconvene regular meeting of the West University Place City Council.
Trustee Brett moved to adjourn the meeting of the Employee Benefits Trust at approximately 7:26
p.m. Trustee Carroll seconded the motion. MOTION PASSED.
