CITY COUNCIL MEETING MINUTES
The City Council of the City of West University Place, Texas, met in a special meeting on Monday,
September 18, 2023, at 6:00 p.m., in the Municipal Building at 3800 University Boulevard, for the
purpose of considering the agenda of items listed. The meeting was held in person and via Zoom.
Agenda items were as follows:
SPECIAL MEETING (6:00 PM)
1. Call Meeting to Order
Mayor Pro Tem Montgomery called the meeting to order at 6:00 p.m. Councilmembers Carroll, Brett,
and Hart were present. Mayor Sample attended via Zoom. Staff present were City Manager Beach,
City Secretary Gilliam, Attorney Powell with Olson and Olson, Finance Director Kalka, Assistant to
the City Manager Bishop, Finance Manager Walker, HR Director Urban, Police Captain Stavinoha,
Parks and Recreation Director White, Public Works Director Cameron, Assistant Public Works
Director Cast, and Fire Chief Maxell.
Mayor Pro Tem Montgomery led the Pledge of Allegiance.
2. Open Public Hearing on the 2024 Budget
Matters related to a Public Hearing on the City’s 2024 Annual Budget. Recommended Action: Hold
the Public Hearing on the 2024 proposed Budget. Ms. Marie Kalka, Finance Director [see Agenda
Memo 2]
Mayor Pro Tem Montgomery opened the Public Hearing at 6:11 p.m. After a presentation on Budget
highlights by Finance Director Kalka, comments were heard from the public.
Alida Drewes, who preferred not to provide address, spoke on several issues including transparency
and that the city needs to provide coffee for seniors. She said taxpayers deserve better.
David Cole, 4104 Cason, spoke to say he is concerned with water and sewer fees increasing again
and requested that the city analyze how sewer rates are calculated and look at Bellaire’s program
and how they calculate rates. He also urged the city to hire another Code Enforcement Officer.

3. Close Public Hearing on the 2024 Budget
With no other comments from the public, Councilmember Carroll moved to close the Public Hearing
at 7:05 p.m. Councilmember Hart seconded the motion. MOTION PASSED.

Noes: None
Absent: None
4. Open Public Hearing on the 2023 Tax Rate
Matters related to a Public Hearing on the 2023 Tax Rate. Recommended Action: Hold public hearing
for the 2023 tax rate and announce the date, time and place of the meeting at which the Council will
vote on the proposed tax rate, which will be Monday, September 25, 2023, at 6:30 p.m. at 3800
University Blvd. Ms. Marie Kalka, Finance
Mayor Pro Tem Montgomery opened the Public Hearing at 7:06 p.m., and Finance Director Kalka
gave a presentation.
There were no comments from the public on the tax rate.
5. Close Public Hearing on the 2023 Tax Rate
With no comments from the public, Councilmember Hart moved to close the public hearing at 7:25
p.m. Councilmember Carroll seconded the motion. MOTION PASSED.

Noes: None
Absent: None
6. Adjourn Meeting
At 7:25 p.m., Councilmember Carroll moved to adjourn. Councilmember Brett seconded the
motion. MOTION PASSED.

Noes: None
