CITY COUNCIL MINUTES
The City Council of the City of West University Place, Texas, met in a budget workshop session on Friday,
August 31, 2023, beginning at 9:00 a.m., in the Municipal Building, 3800 University, West University Place.
Agenda items were as follows:
1. Call to Order/Roll Call
Call to Order. Mayor Sample called the meeting to order at 9:00 am. Mayor Pro Tem Montgomery,
Councilmembers Carroll, Brett, and Hart were present. Staff present were City Manager Beach, City
Secretary Gilliam, Finance Director Kalka, Finance Manager Walker, Parks and Recreation Director
White, Public Works Director Cameron, Assistant Public Works Director Cast, IT Director Brown, HR
Director Urban, Police Chief Walker, PD Captain Stavinoha, Fire Chief Maxell, Communications
Coordinator Cuccerre, and Assistant to the City Manager Bishop.
2. 2024 Proposed Budget
Matters related to discussion regarding the City’s annual budget, to include the City finances for all
funds, Capital Improvement Program, tax rates, staffing, fees, and revenue and expenditures for all
funds. Recommended Action: Discuss the annual budget and provide staff with feedback and direction as
desired. Mr. Dave Beach, City Manager
City Manager Beach and Finance Director Kalka presented the draft proposed 2024 Budget to Council
for discussion.
3. Adjourn
At 1:42 p.m., Councilmember Brett moved to adjourned. Councilmember Carroll seconded the motion.
MOTION PASSED.
