Beach, City Manager John Montgomery, Mayor Pro Tem Scott Bounds, Olson and Olson, City Attorney Shannon Carroll, Councilmember Thelma Gilliam, City Secretary Clay Brett, Councilmember Matt Hart, Councilmember CITY COUNCIL MEETING MINUTES The City Council of the City of West University Place, Texas, met on Monday, June 26, 2023, at 6:30 p.m., in the Municipal Building at 3800 University Boulevard, for the purpose of considering the agenda of items listed. The meeting was held in person and via Zoom. Agenda items were as follows: 1. Call Meeting to Order Mayor Sample called the meeting to order at 6:30 p.m. Council in attendance were Mayor Pro Tem Montgomery and Councilmembers Carroll, Brett, and Hart. Staff in attendance were Acting City Manager Kalka, City Secretary Gilliam, Parks and Recreation Director White, Fire Chief Maxwell, City Attorney Bounds, Public Works Director Cameron, and Police Chief Walker. 2. Pledge of Allegiance – Jack Neylon, Boy Scout Troop 55, and Ava Joseph, Girl Scout Troop 12, led the Pledge. 3. Public Comments This is an opportunity for citizens to speak to the Council relating to agenda and non-agenda items. Paul Wolfe, 5530 Lady Lyle Way, Missouri City, Texas, spoke as a former employee of West University Place and requested that City Council consider reinstating Cost of Living Adjustments (COLA) for retirees. Alida Drewes, resident who chose not to provide address, spoke on various issues including who makes policy changes and parks. 4. National Parks and Recreation Month Proclamation Matters related to proclaiming the month of July as National Parks and Recreation Month. Recommended Action: Proclaim July 2023 as National Parks and Recreation Month in the City of West University Place and urge all residents to take advantage of the events and activities the city has to offer. Ms. Susan White, Parks and Recreation Director Mayor Sample proclaimed July 2023 “National Parks and Recreation Month” in West University Place. 5. Concrete Paving Services – Change Order for Additional Work Matters related to approving a Change Order in the amount of $70,000 for additional work associated with the Sidewalk Replacement Program. Recommended Action: Approve Change Order in the amount of $70,000 to TB Construction for additional sidewalk repairs/replacement and authorize the City Manager to execute the Change Order. Councilmember Brett seconded the motion. MOTION PASSED. Ayes: Sample, Montgomery, Carroll, Brett, Hart Noes: None Absent: None 6. Consent Agenda All Consent Agenda items listed are considered to be routine by the City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Council member requests in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda. A. City Council Meeting Minutes Matters related to approving the City Council Minutes of June 12, 2023. Recommended Action: Approve City Council Minutes of June 12, 2023. Ms. Thelma Gilliam, City Secretary B. Ordinance Amending Chapter 46 of the Code of Ordinances– Motor Vehicles and Traffic Matters related to amending Chapter 46, Motor Vehicles and Traffic, of the Code of Ordinances by adopting a new Section 46-47, prohibiting parking on unimproved surfaces. Recommended Action: Approve amendment to Chapter 46, Section 46-47, on the second and final reading. Mr. Ken Walker, Police Chief C. Appointment to the Friends of West U Parks Fund Board Matters related to approving a resolution appointing Sarah Covington to the Friends of West U Parks Fund Board. Recommended Action: Approve resolution appointing Sarah Covington to Position 12 of the Friends of West U Parks Fund Board, with the term expiring August 31, 2025. Ms. Donna LaMond, Director of Friends of West U Parks Fund Councilmember Carroll moved to approve the Consent Agenda as presented. Councilmember Brett seconded the motion. MOTON PASSED. Ayes: Sample, Montgomery, Carroll, Brett, Hart Noes: None Absent: None 7. Adjourn Meeting With no further business, Councilmember Carroll moved to adjourn the meeting at 6:50 p.m. Councilmember Hart seconded the motion. MOTION PASSED.
