CITY COUNCIL SPECIAL MEETING MINUTES
The City Council of the City of West University Place, Texas, met in a special meeting on May 31, 2023, at
5:30 p.m., for the purpose of considering the agenda of items listed.
Agenda as follows:
1. Call Special Meeting to Order / Roll Call / Pledge of Allegiance by Boy Scout Troop 266
Mayor Sample called the special meeting to order at 5:30 p.m. Mayor Pro Tem Montgomery and
Councilmembers Bell and Carroll were present. Councilmember Barnes was absent.
Also in attendance were City Manager Beach, City Secretary Gilliam, and Harris County Commissioner
Rodney Ellis. Council-Elect members Clay Brett and Matt Hart were also in attendance.
Boy Scout Troop 266 led the Pledge.
2. Certificates of Election
Certificates of Election will be issued to the newly elected mayor and council.
Mayor Sample presented the newly elected Council with their Certificates of Election.
3. Swearing-in Ceremony for Mayor and City Councilmembers
Matters related to the administration of the Oaths of Office to the newly elected mayor and council.
Commissioner Tom Ramsey will perform the ceremony.
Precinct One Harris County Commissioner Rodney Ellis administered the newly elected Council their
Statement of Appointed Officer and Oath of Office.
4. Presentation of Gifts to Outgoing Mayor and Councilmembers
Mayor Sample presented a gift to outgoing Councilmember Bell on behalf of the city.
5. Comments from Outgoing and Incoming Mayor and Councilmembers
Incoming and outgoing members present made comments and thanked their supporters, family, friends,
and staff.

6. Adjourn
With no other business before the Council, Councilmember Bell moved to adjourn the special meeting
at approximately 5:45 p.m. Mayor Pro Tem Montgomery seconded the motion. MOTION PASSED.

Noes: None
Absent: Barnes
