MINUTES OF SPECIAL MEETING
ZONING & PLANNING BOARD
SEPTEMBER 12, 1953
The Zoning & Pl.a.nning Board convened in Special Session on September 12,
1953, with the following members present: Mr. Ed .Davis, presiding; Mr.
A. G. Davis, Mr. H. C. Halbert, and Mr. David Hannah. Mr. Taylor was
absent.
Mr. H. R. Stallings, 3620 Albans Road, requested by letter permission to
erect a 5 x 12 Ft. extension to an existing storage house. Mr. Stallings
stated the proposed purpose of the additional space was for storage of
lawn equipment, bicycles, etc., and at no time would it be occupied or
serve as living quarters and that no plumbing of any kind would be installed.
Motion by Mr. Halbert, seconded by Mr. Hannah that the request of Mr. H. R.
Stallings, 3620 Albans, for permission to erect a 5 x 12 extension to an
existing storage house for the purpose of storing lawn equipment, bicycles,
etc. be recommended for approval subject to execution of an affidavit by Mr.
Stallings, that the structure will not be used for commercial purposes.

Miss Effie Graham, owner of Lot 7, Block 39, West University Place 1st
Addition, requested. the Board to recommend approval of subdividing the said
lot into two lots, one to be 100 x 100 Ft. to front on Westchester and
another to be 50 x 100 Ft, to front on Carnegie Street.
Motion by Mr. Hannah, seconded by Mr. Davis that the Board recommend to the
City Council that Lot 7, Block 39, West University Place 1st Addition be
subdivided into two lots; 100 x 100 Ft. to front on Westchester and
50 x 100 Ft. to front on Carnegie; as requested by Miss Effie Graham, subject
to all prescribed setback lines being observed on all existing and proposed
buildings.

Voting No None
Mr. Lester M. Ricks, Owner. of Lot 1, Block 4, College View Addition being
the Southeast corner of Wesleyan Street and Richmond Road, submitted a re-
quest for the Zoning Board to reco~nnend a change of the Zoning Ordinance to
permit apartment houses to be erected on the said tract of land. The Board
unanimously agreed that they did not desire to recommend any change in the
Zoning Ordinance to permit apartment houses on Lot 1, Block 4, College View
Addition as requested by Mr. Ricks.
Mr. T. J. Moody, 2611 Carolina Way, requested permission to erect a second
story on the garage to be used as servant's quarter's and a playroom. Mr.
Moody explained that he had a double garage with existing servant's room
on the rear but that the garage was too short for his two automobiles and
it was his desire to extend the length of the garage which would make the
servant's room inadequate; however he desired to use the ruining 6 Ft.

space as a utility room to install an automatic washer, dryer and a deep
freeze unit. The Zoning Board considered the request but deferred action
as they wished to consult with the City Attorney.
With no further business to come before the Board at this time, upon motion
duly made, seconded and carried, the meeting was adjourned.
