MINUTES OF SPECIAL MEETING
ZONING & PLANNING BOARD
JUNE 16, 1953
The Zoning and Planning Board convened in special session on June 1 6, 1953,
-with the following members present: Messrs. Maley, Davis, Hanna, halbert and
Taylor..
The Zoning Board further considered the application of the Y.M.C.A. to con-
struct a Y.M.C.A. Southwest Branch Center on a ~+.3 acre tract in the City of
West University Place known as Cambridge Place.
Based upon the findings of fact as set forth iti the minutes of June 11, 1953 the
,..r Zoning and Planning Board of the City of West University Place unanimously
recommiends to the City Commission that said ~+.3 acre tract on Bellaire Boule-
vard known as Cambridge Place, be rezoned so as to permit the construction
thereon of a Y.M.C.A. Center subject, however, to the following conditions:
`~ 1. A public hearing should be called in accordance with the Ordinance
provisions in order that all residents of the affected area-may have an
opportunity. to object to the proposed construction.
2. In the event that favorable consideration is given the recommendation
of this Board, it is our further recommendation that the tract involved be
incorporated within the Fire Zone areas of the City.
3. Any rezoning so us to permit the construction applied for by the
Y.M.C.A. shAUld be contingent upon the Y.M.C.A's dedication of rights of
way for all utilities prior to the issuance of any building permit.

A. Installing of afire plug or plugs on the property involved.
B. Purchasing and laying all necessary water lines, sanitary sewer
lines, and storm sewer lines from the nearest City lines to the
Y.M.C.A. property.
C. Constructing all curbs and guttering necessary and incident to
the development of the property.
Such letter should also express the willingness of the Y.M.C.A. to pay for
garbage pick-up service at regular commercial rates and to pay for water
at regular rates as established from time to time by the City.
5. No. ordinance effecting the rezoning of the property should become
effective until such time as the Y.M.C.A, has presented detailed plans and
specifications for the proposed construction which are acceptable to the City
Commission, including plans for off-street parking on paved or bitulithic
constructed parking areas.
6. An ordinance should be adopted concurrently with the adoption of the

rezoning ordinance prescribing the hours during which any flood lighting of
the athletic field will be permitted and restricting the hours during which
the Center is to be open for public entertainments (such as dances) which
might be offensive by reason of noise to adjoining property owners.
With no further business to come before the Board at this time, upon .motion
duly made, seconded and carried, the meeting was adjourned.
