MINUTES OF REGULAR MEETING
ZONING & PLANNING BOARD
MAY 14, 1953
The Zoning & Planning Board convened in regular session at the City Hall on
Monday, May 1~+, 1953 7:34 P.M. with the following members present: Mr.
Roy Maley, presiding; Messrs. Halbert, Hannah, Davis and Taylor.
Mr. W. H. Young, 3816 Marquette, submitted a request for permission to convert
h s presen garage in o a bedroom with a 7 Ft. extension to within 5 Ft. of
the rear property line. Mr. Young also expressed a desire to erect a carport
in front of the now existing garage which would conform with setback require-
ments. It was brought to the Board's attention by the Chairman that con-
verting the garage into a bedroom would cause a_vola.tion of Section 2~+, para-
graph 2, of Ordinance No. 111, as Mr. Young would not have a 20 foot back.

Motion by Mr. Davis, seconded by Mr. Halbert that the Board recommend to the
City Council that Section 2~+, paragraph 2, of Ordinance No. 111 be amended to
permit the existing garage at 3816 Marquette to be converted into a bedroom
with an addition of 7 x 13.5 for storage space and laundry room which will
extend to within 5 Ft. of the rear property line, subject to an affidavit
being exeeuted;by" Mr. Young that the structure would-not be used for coaumercial
purposes.

Mr. and Mrs. J. C. Taylor, 6338 Mercer, appeared before the Board requesting
permission to convert a garage into a bedroom and bath for a member of the
family. Mrs. Taylor stated that there is an existing living quarters above
the garage; however, her mother, who is to occupy the quarters, is unable to
go up and down the stairway due to ill health.
Motion by Mr. Halbert, seconded by Mr. Taylor that the request of Mr. and Mrs.
J. C. Taylor be denied.

Voting No None
A request. from Mr. M. J. Westfeldt, in behalf of Bayard Gaylox and family,
owners of the vacant property situated on the southeast corner of Bissonnet
and Sewanee Streets for permission to erect a building for conducting funeral
services by a firm of funeral directors was submitted for consideration.
Motion by Mr. Taylor, seconded by Mr. Halbert that the request for permission
to erect a building on the southeast corner of Bissonnet and Sewanee Streets for
the purpose of conducting funeral services be denied.

Messrs. Doyle M. May, Bernard F. Cook, Dennis Pitcock, Charles B. Webster, Jr.
and Harold Nichols, representing the Southwest Branch of the YMCA appeared
before the Board advising they had obtained an option to purchase the vacant

land in the x+200 Block of Bellaire Blvd. adjacent to the railroad track. Mr.
May stated it was the desire of the YMCA to erect a recreational building on
the property at a cost of approximately $2~+0 to 250,000 to serve the residents
of the southwest area. In answer to questions by the Board it was stated that
activities in and around the center would close by 10 P.M. each evening, and
start in the mornings about 8 A.M. Mr. Nichols stated in answer to questions
that concessions or any other part of the YMCA buildings were not leased or
sublet and that they do not operate on a profit basis but. operate concessions
as a service to children and clubs.
Members of the Board advised the representatives of the YMCA who were present
that they would consider the request and take action at a special meting on
May 18, 1953-
With no further business to come before the Board at this time, upon motion
duly made, seconded and carried, the meeting was adjourned.
