HomeMy WebLinkAbout01181951 ZPC Minutes1 MINUTES OF REGULAR MEETING ZONING & PLANNING BO.~TtD JANUARY 18, 1951 The Zoning and Planning Board convened in regular session at the City ?call on Thursday, January 18, 1951, 7:30 P.2di. with the following members present: :~1r. Roy vialey, presiding; Messrs. Goff, Rgorris, N~goss and Riggs. &ir. L. D. ?weaver, 2923 Plumb Street, appeared bef ore the Board request- ing permission to extend a proposed 15x15 Pt. addition to the back of his home, two feet beyond the normal building line set forth in the City Zoning Ordinance, which in part states: "There shall be a rear yard along the rear line of the lot. The minimum depth of such rear yard shall be 20 feet." ~~tr. ~'+eaver stated. that he desired the addition to his home for an additional bedroom and bath to meet the needs of his family. Motion by 1'.~?r. Riggs, seconded by P.~r. P~lorris that the Board recommend an exception as requested by ivir. L. D. ";leaver, 2y23 Plumb St., permitting him to extend a proposed addition to the back of his present home two feet beyond the building line set forth in Zoning Ordinance No. 111. Berlet, Engineer, representing the Houston Natural Gas Corp. advise the Board that the Gas Corp. is desirous of reloca+~ing the regulator station which is at present in the esplanade on Bellaire B1vcY. at ?!Mercer St. and that the owner of Lot 15, Block 1, Kent Place 2nd Section had agreed to sell a 20'x20' tract off the rear of said lot for this purpose. 2,Qr. Berlet requested permission from the Board to use this site for construction of a new regulator station. r:otion by ~vr. Riggs, seconded by bar. Voss that upon receipt of letters from property owners adjoining Lot 15, Block 1, Kent Place 2nd Section, including the lots to the South and fronting or. Bellaire Blvd., indicating that the proposed regulator station would not be objectionable +„o them; and upor. receipt of a letter from the o:vner of the property which has been offered for sale indicating that he is cognizant that the balance of the lot as well as lots fronting south on Bellaire Blvd. is zoned for Single Family dwelling units, the Board recommend to the Council that the request of the Houston Natural Gas Corp. be approved after a'public hearing is held if such hearing is deemed necessary by the City Attorney. Noting Aye: All Voting ITO None Tvvo members of the Village N:erchants Association appeared bef ore the Board asking permission to use vacant property west of Kirby I3rive betvreen Rice Blvd. and University 31vd. for parking purposes. The Board advised that use of the vacant lots for this purpose would be in violation of the Zoning Ordinance and they would not recommend approval of such use. tvTr. S. Pfeffer, owner of Lot 10, Block 17, 'k~rest University Place 1st Addition being 100x200' fronting on Buffalo Speedvray requested permission +j~. to resubdivide said lot into two 50x200' lots.. ivlotion by Ivlr. Iuiorris, seconded by PJir. Goff that 1e4r. Pfeffer be permitted to resubdivide Lot 10, Block 17, :Vest University Place 1, into two 50x2.00' lots to front on Buffalo Speedway as requested. Voting .Aye : :All Voting No None letter from Ivlr. Chas. Ginsburg, dated December 30,:.1950, was submitted to the Board for consideration. 1r7r. Ginsburg advised in his letter that he has a deal pending on the sale of his property located at 272 Univer- sity Blvd. to a professional photographer who is desirous of using the property for his residence and profession, and asked if this type pro- fession would comz~ly with the 'Coning Ordinance. It was the opinion of the Board that such use ,vould be in violation of the Zoning Ordinance and in this connection took the following action: i~~iotion by I~~r. Riggs, seconded by ~uZr. i:oss that the City Council refer the matter to the City 9ttorney for a written opinion.
