MINUTES OF SPECIAL MEETING
ZONING & ~'LANNING BOARD
OCTOBER 6, 19119
The Zoning & Planning Board met in special session at the City Hall on
Thursday, October 6, 1919, 7:30 P.~f. with the follo_~ing members present:
Mr. 0. C. King, presiding; ~[essrs. Chavanne, Jones, ~~aley and Allen.
Mr. Stokes Adair, Building; Contractor appeared before the Board requesting.
approval of revised plans and specifications for a proposed store building
to be constructed for Mir. J. R~. Huffington at the northeast corner of Rice
Boulevard at Edloe Street. According to the plans the store will be 102 x
97.8 Ft. one-story building with 12" masonry walls composed of brick and
tile.
b~otion by Mr. Allen, seconded by Mr. Chavanne that plans for a store
building to be constructed at the corner of R-~.ce Boulevard at Fdloe Street
for Mr. J. M. Buffington, be recommended for approval as submitted by Mr.
Stokes Adair.

Voting No None
Pdr. Bob Farley, 6317 ~~estchester, advised the Council that he had bought
the property at this address about 6 weeks ago and had arranged for the
double garage building with attached servants quarters, which was in need
of repairs, to be torn down and a new two-car garage with attached servants
quarters to be erected. Mr. Farley stated that he was not familiar with
the Zoning Ordinance in this territory, therefore, he did not apply for a
building permit before, this build_g was started. Mr. J. F. Jolly, City
Building Inspector had notified her. Farley that he was violating the
Loni~~_g Ordinance by building living quarters with kitchen facilities in
addition to his residence and also by not applying for a building permit.
Mr. Farley requested the Board to recommend issuance of a building permit
stating that he would be willing to eliminate kitchen facilities but he
needed the living quarters for reason that his wife works and it is neces-
sary to have someone live on the premises to care for their young cb.ild.
Motion by Mr. Allen, seconded by Mr.,Jones that the Board recommend denial
of a building permit on the plans as submitted.

IQr. Charles Ginsburg, owner of property at 2720 University Boulevard and
dir. G. A. Devien who desires to lease the property, appeared before the
Board requesting permission to use the residence at this address as a
home for aged~:,people. Mr. Devien stated that his wife was a registered
nurse and they wished-to care for about nine elderly people in the home.
Motion by Mr. Allen, seconded by Mr. Maley that the request of Mr, Gins-
burg and Mr. Devien be denied for reason that same would be in violation
of the Zoning Ordinance.
