The Zoning & Planning Board of the City of 'c'rest University Place met in regular
session at the City Hall on Thursday, June 17, 19L~8, 7:30 P. M. with the
foolowing members present: Mr. H. E. Terry, presiding; Mrs. Eberling and Mr.
Kind.
Minutes of the meeting of May 20, 19t~8 were read and approved.
Mr. E. H. Ervin, 3308 Tangley, asked the Boards approval on his .plans for a pro-
posed servants quarters, which he desired to build onto the back of his present
_ garage at the above address. The plans submitted by Mr. Ervin, showed the pro-
,~ posed quarters to contain an area of 189.2 Sq. Ft., including bath facilities.
~~ Motion by Mr. King, seconded by Mrs. Eberling, that the request of ~Ir. Ervin to
erect servants quarters onto the back of his present garage as outlined in his
letter and attached plat be granted if application for building permit is
supported by usual affidavit that the building will not be used on a commercial
basis.

Mr. R. A. Kerr, 6312 Rutgers St,, submitted the following letter, petitionin the
Boards advice in regards to the use of Lot 3, Block. It8, ~dest University Place,
Second Addition, as a softball diamond to be used by children between the a®es of
8 and 12 who live in the immediate vicinity:

Dear Sir:
During the summer of 1917 and again in 19It8, R. A. Kerr, of 6312 Rutgers
Street, asked TuTr. E. C. Bates, owner of Lot 3, Block 48, `~'~est University Place
Second addition, for permission for the children in the neighborhood to play on
said vacant lot. Mr. Bates granted this request verbally and stated that he would
confirm said permission to fir. Kerr, if members of the zoning commission wished to
contact him.
On Sunday May 23, 19l~8, I~r. Kerr and some children were measuring out dis-
stances preparatory to laying out a small softhall diamond on Lot 3 Block 1~8,
when Mr. L. G. Schaffer of 3800 University Blvd. (west across Rutgers St. from
Lot 3) in-block ?~7, and Mr. C. F. Healy of 3301 Amherst St., also in block 1t7,
.voiced objections to the use of Lat 3, block ~8, as a playground. Mr. Kerr and
one of the police officers of vest University were present when the objection
was raised, a t which time the statement was made that the zoning ordinances of
ulest University Place prohibited the use of vacant lots in single dwelling dis-
tricts as playgrounds, as in this case.

Section 30 of Ordinance 111 lists "athletic field" among the other uses
that may be allowed after public hearing and notice._

particular case,
2nd. If it is permissable to use such vacant lots in single family dwelling

you inform us as to whom we should next approach in this matter.

Motion by Mr. King, seconded by Mrs. Eberling, that the letter be referred to
City Attorney J. D. Kelley for his opinion.

Mr. James L. Sauls, Jr. of the Sauls Bldn. & Realty Co, requested the Board to
waive the zoning restriction on the N of Lot 11 and s of Lot 10, Block 7,
'Jest University Place, No. 1, a rough sketch, showing that there were already 12
frame houses and only one brick house in the entire block, with three vacant lots.
During discussion of this request the fact was disclosed that Lot 11, Block, 7,
nest University Place, First Addition had not been officially subdivided by the
Zoning Board.
Motion by Mr. King, seconded by Mrs. Eberling that Lot 11, Block 7, West University
Place First Addition be officially sub-divided since records of the Board do not
indicate that this lot has been previously subdivided and it is evidently divided
by deed records, said lot to be divided into two lots of 50~ X 200 each.

Motion by Mr. King, seconded by Mrs. Eberling that the request of ~-Tr. Sauls, Jr.
be granted to build an all frame home on N ~ of Lot 11, S z of Lot 10, Block
7, ,'Vest University Place First Addition in view of the fact th at all homes on
the same side of the street and in the same block and all homes on the opposite
block to the west are all frame with exception of one; no other restrictions to
be waived.

A letter from the rd7en's Club of St. Andrew's Presbyterian Church signed by Mr. C.
V. Reynolds, President, requesting the Boards approval of the use of a temporary
contractors office structure as a temporary housing for a boar Scout troop in
connection with Church work, was presented to the Board.
IT~otion bar ~~~rs. Eberling, seconded by Mr. King, that request of the Men's Club of
St. Andrew's Presbyterian Church for permission to retain the temporary contractors
office structure as a temporary housing for a Boy Scout Troop in connection with
church work be approved with the understandinb that this znrill be used for this
purpose for not longer than ttivo years from date of occupancy and with a further
provision that the existing structure conforms to regular building set-back lines
of .the City; it is also r ecommended by the Board that the outside of this
temporary structure be asbestos shingles to conform with the present exterior
of the church.
