MIATITTES OF REGULAR MEETING
ZONING & PLANNING BOARD
MAY 20, 19l~8
The Zoning & Planning Board of the City of ~Yest University Place met in regular
session at the .City Hall on Thursday, P14ay 20, 198, 7:30 P. T~. with the follow-
ing members present:

fir. Harold R. Bales, requested permission from the Zoning Board to face the
home, he proposes to build, on 'ati'estpcint Street, Lot 3, Block 17, Colonial
Terrace, instead of Coleridge Street, due to the odd shape of the Lot.
Motion by ~vir. iuiehr, seconded buT 14irs. Eberling, that Mr. Bales be permitted to
fact hiS proposed home on aVestpoint Street instead of Coleridge Street, providing
that all set back lines are complied with, due to the unusual shape and size of
the block.

Mr. Charles F. Tupper, ov~aner of Lot 18, Block 2, Section 6, Sunset.. Terrace,
submitted a letter requesting the Zoning Board to waive 51o brick requirements on
this lot because of the high cost of brick at this time. Mr. Tupper presented a
drawing, showing that about ~1.2~ of the dwellings in the 3700 block of Tangley
Street have not complied with the sly brick requirements.
Motion by Mr. Mehr, seconded by Mr. Eberling, that Nlr. Topper's request
for use of asbestos siding in lieu of brick, be granted for reason that 50~ or '
more of the entire block is now constructed in violation of the 51~ brick
requirement and there are only two remaining vacant lots in this block.

Ivor. `,"V. H. Parker, Jr., asked the board's approval for remodeling his existing
garage and servants room, located in the rear of his home at 2739 Carolina `TaJr.
He explained that the garage was not long enough for his present car and he
desired to install bath facilities in the servants quarters to make them more
desirable for servants, or as an,occasional Guest room.
Motion by bir. King, seconded by Mr. P,4ehr, that Mr. Parker, Jr.'s request be
granted, if application for permit is accompanied by properly executed affidavit.
Mr. Harry W. j~~ilk, Jr., 3818 Rice B14d., submitted his plans for proposed
servant quarters for the Board's approval. The plans represented servants'
quarters and a store room; the quarters along occupying 210 square feet.
Motion by Mr. King, seconded by Mrs. Eberling, that the request of IVir. milk, Jr.,
be granted if application for building permit is accompanied by properly exe-
cuted affidavit.

Mr. Donald u~. Suman, owner of Lot 7 and 1u 5t of Lot 8, Block 2, Section 7,
appeared before the Board, asking their consideration on waiving the 51~ brick
restrictions existing on the above mentioned property.
He advised~,that he had checked other houses on the same side of the street in
the 3700 block of Arnold and found that only three houses conformed with the 51~
brick requirements.
b~otion by ~Zrs. Eberling, seconded by Mr. King, that the request of Mr. Suman to
construct a home on Lot 7, and ?V 5' of Lot 8, Block 2, Section 7, Sunset Terrace,
without conforming to the 51°~ brick restriction, be granted for reason that more
than 50~ of the houses have been constructed in violation of the 51~ brick
requirements and further, because there remains only three vacant lots in this
block.

Mrs. J. D. Bace, 5909 Wakeforest, applied for permission to construct servants'
quarters, 2110 square feet in area, onto an existing garage at this address.
Motion by Mr.,King, seconded by Mrs. Eberling, that the request of Mrs. Bace
for permission to construct servants quarters in addition to the present double
garage, be granted; extension to be 12' x 20' on the ground floor, application
to be accompanied by affidavit.
Mr. Stokes Adair, owner of Lots 1t & 5, Block 80, '~'~est University Place, Second
Addition, petitioned the Board to subdivide these two lots into three , as
follows ; one lot to be w 70' of lot 1t, one lot to be E 30' of Lot !~, and '1~ !t0'
of Lot 5, Block 80; another to be east 60' of Lot 5, Block 80.
Motion by Mr. King, seconded by Mrs. Eberling, that the request of Mr. Stokes
Adair for subdivision of Lots 1t & 5, Block 80, West University Place Second
Addition, into 3 lots, be granted.

Mr. ~`f. E. Schubert, 2631 Pittsburg, submitted a request to remodel servants
quarters, which is being used by a member of his family. He advised that the
outside measurements would remain the same, but the inside area would be
increased to make the quarters more desireable.
Motion by Mr. King, seconded by I~Irs. Eberling, that the request of Mr. Schubert
for permission to remodel living quarters over the present garage, located at
this address, be granted, for reason that this has been a garage apartment
since before ~ oning and repairs and remodeling were necessary to make the quarters _ ..
more desirable and comfortable..

The following recommendation to the City Council was submitted by the Zoning Board
on April 19, 19l~8;
"Due to the fact that the set back lines for business were established pri--
warily to keep the front lines of business from being right on the principal
streets, and also to provide for some parking space, ?ve find that Henke &
Pillot have been given a parking space in front much in excess of the 30 feet,
and also due to the fact that they will construct a 9' concrete apron on the
east side of their building, coupled with the fact that no business is to the
north of them, ~e recommend waiving the regular set back line on the east of
the building."
Motion by Mrs. Ek>erling, seconded by Mr. Mehr, that action of the Board on
April 19, 1918, be ratified.

Mrs. Hugo Horner, 1109 Byron St., appeared before the Board protesting a kinder-
garten operated by Mrs, Francis Baty, at ]113 Byron St., which is located in a
single-family residence area.
Mr. P. B. Welborn also submitted names of various residents, who are operating
kindergartens in single-family residence areas. Both parties were advised that
operators of kindergartens would be notified to cease operation.-
With no further business to come before the board at this time, the meeting was
adjourned...
