The Zoning & Planning Board of the `'ity of 'Nest University Place, met in regular
session at the City Hall on ~1'hursday, Feb. 19, 19118, 7:30 P•M• with the following
members present
Cdr. H. E. Terry, Chairman Mr. 0!~C. King
Mrs. ~. E. Eberling Mr. Chas. ~. Fehr
dir. W. F. Finley was absent
Mr. Clarence Q~. Reynolds, 61#25 Westchester, requested per;nission of the Board
to construct a play room at this address.
~&otion by I~Zr. King, seconded by Mrs. Eberling that request of Mr. Reynolds
for construction of a pl ~y room be granted, since there was no plumbing in-
volved and according to Mr. Reynolds it would not be used commercially.

Mr. Howard Williams, l~029 Tennyson submitted the following letter for the
Board's consideration:

Gentlemen:
Recently, may associate, ~Ir. Olsson and myself purchased Lots i1os. 1 and 33,
Block 1, of College Court Place. Before doing so we inquired as to the re-
strictions in this block at the pity Hall, and were told that all houses in
Block 1 must be a minimum of 800 square feet. However, on presenting plans
for a building permit, it develops that lot 1 has been zoned for ~a:1300 ,square
foot home., even though the rest of the block is zoned for 800 square foot
homes.
If this lot was surrounded by other homes of this size we could have seen for
ourselves what to expect, and also we could have realized the futility of
even requesting a permit to build a slightly smaller home. However, there
are several factors which affect this lot as a building; site, some of which
I will name. It is 116 feat deep between Community Drive and the S. P. Rail-
road Right of 'titay. The west 1~0 feet of the 116 foot depth is a pe rmanent
.easement of the Humble Oil & Refining Company on which at the present time
there are six pipe lines. Secondly, there is a 5 foot city easement plus a
10 foot building line on the south side, and of course there is the front or
east 20 foot building line and a smaller building line on the north. The
home on the adjoining north side is in the approximate 800 squats foot class;
just across Richmond Road on Community Drive is another of this class under
construction.

Therefore, with these important factors taken into consideration, we feel that
a home with outside dimensions of 1~0 feet by 28 feet and a garage 18 feet by
20 feet are just about all this site can accommodate. lide are attaching a
plot plan showing what the actual building space will be and how we propose
to place the house on the same.
The lot was purchase especially for, and the home is to be built for a G.I.,
one A. R. Erwin of 1217 Henry Street. The G.I. loan has been approved by the
Mortgagee, Cline Mortgage Comp~y, on the plan which we are, herewith, submitting
for your approval on the lot in question.

After discussion of the building area of this lot motion was made by Mrs.
Eberling, seconded by Mr. King that the request of Mr. Williams be granted on
the plats as submitted for the construction of a house on Lot 1, Blk. 1, College
Court Place to be in excess of 1000 Sq.~; the reason being the Board has been
advised there is a 1~0 ~ pipe line Right of Way off of the west end of said lot
and 5 ~ reserve Right of "~".(ay off of the south of said lot and when considering
these Right of 'day and set back building lines it would be difficult to construct
a home containir~ 1300 Sq.' upon this particular lot.

per. Francis W. Jenkins, 230 Be17a ire Blvd. presented a request by letter to
subdivide the north z of Lot 2, Blk. 18, West University Place 1st Adc~i.tion
as follows: Divide north 2 of the lot into-two parts by a line parallel to
Brompton and~Nakeforest Street, said line being parallel to and at a distance
of one hundred forty feet from 'Nakeforest Street and being parallel to and at
a distance of one hundred sixty feet from Brompton Street.
Motion by Mr. Mehr, seconded by Mrs. Eberling that the request of Mr. Jenkins
to subdivide the North z of Lot 2, Blk. 18, West University Place 1st Addition
into two parts by a line parallel to Brompton and Wakeforest Street, said line
being parallel to and at a distance of one hundred forty feet from ~~akeforest
Street and being parallel to and at a distance of one hundred sixty Ft. from
Brompton Street be granted.

Mr. T. F. Glass, Jr. Purchasing Agent for R. P.:'Farnsworth ~. Co. requested by
letter dated Feb. , 19t~8 that Lot 6, Block 37, West University Place 1st Addi-
tion be officially subdivided by the mooning Board in order that he may obtain
a building permit from the City permit office. Mr. Glass advised the Board
that the lot had been subdivided by deed and this north seventy-five feet had
been sold six times in the past seven years as recorded in the abstract of
said property.

Motion by Mr. T~ehr, seconded by Mr. King that the request of Mr. Glass, Jr.
to officially subdivide North 75 Ft. of Lot 6, Block 37, West University .Place
1st Addition from the South 25 Ft. be granted, as this props rty has been sold
six times in the past seven years as recorded in the. abstract.

Mr. Glass also requested permission_f rom the board to have his walk constructed
from the front entrance running to the walk on Carnegie instead of Sewannee.
The house will face Sewannee and the change in the walk will not conflict with
the address. Board members agreed that this would not be a violation and gave
fir. Glass permission to lay the sidewalk from the front entrance to Carnegie
Street rather than Sewanee Street.
Mr. A. ~4ascari, 706 West ~lst Street requested by letter dated Dec. 3, 19l~7
permission to equally subdivide Lots 1 Rc 2, Block 19, Oollegeview 1st Addition
measuring 50' X 111' and 67' X 111'. Mr. Mascari desired to equally divide the
Lots to measure 58' X 111'.
Motion by Mr. King, seconded by f~gr. Mehr, that action of the Board on Dec. 6,
19l~7 granting 'fir. Mascari permission to equally divide lots 1 & 2, Blk. 19,
Collegeview lst Addition be ratified.

Mr. D. Gallo, 3002 Tangley submitted a request by letter dated Jan. 2, 1948
for permission to build a garage apartment on his premises to be occupied by
his son and family.
Motion by fir. Mehr, seconded by Mr. King, that the request of Mr. D. Gallo
to build a garage apartment be denied for reason that this location is in a
single family dwelling area.

The Zoning and Planning Board discussed advisability of chanF;in~ the meeting
ni~~ ro the th Thursday night to the 3rd Thursday night of each month
in order to facilitate matters that need to come before the Council which will
meet the following Monday.
Motion by Mr. King, seconded by Mrs. Eberling that the Zoning Board meeting
be held on the 3rd Thursday of each month instead of the lath Thursday of each
month.
