REGULAR MEETING OF ZONING & PLANNING COMMISSION

The Zoning and Planning Commission of the City of West University Place
convened in regular session at the City Hall on Thursday, September 9,
1965, 7:30 p.m., with the following members present: Chairman Hannah,
presiding; Members Bricker, Hilton, Lott and Travis..
Chairman Hannah announced that the Public Hearing called far 7:30 p.m.
for the purpose of hearing interested parties in connection with the
request of St. Andrew's Presbyterian Church for permission to use
Lots lA and 1B, Black 89; West University Place Second Addition.. for
church purposes, was now in session. He asked thc5se present who desired
to be heard to please come forward, and the oath was administered to Mr.
J. L. Howe11, Chairman of-the Building Committee for the church, and
Mr. Bill Denson, 3224 Albans.
Chairman Hannah stated that for the record, notice.~was published in the
Southwest Peach section. of the Houston Chronicle on August 25, 1965
and that notices were mailed to all property owners within 200 feet of
the property involved on August 20, 1965.
Mr. Howell stated that the church desires permission to construct a
building facing Bissonnet, to align with the present church building on
the corner of Bissonnet and Buffalo Speedway, to be used as classrooms
and fellowship hall for the church. He stated that they also desire
permission to make a drive onto Rutgers, as well as onto Bissonnet,
but that they had been advised that this matter would have to be decided
by the City Engineer and the Street Department with reference to proper
drainage.
Mr. Denson asked questions regarding his property immediately south and
adjacent to the property involved concerning maintenance of the parkway
but had no objections to the proposed building by the church.
There being no further persons desiring to be heard, the following action
was taken: Motion by Mr. Travis, seconded by Mr. Hilton, that the public
hearing be closed.
Voting Aye: All
Voting No: None
Motion by Mr. Hilton, seconded by Mr. Lott, that inasmuch as the Zoning.
and Planning Commission sees no reason why permission should not be .granted
St. Andrew's Presbyterian Church to use Lots lA & 1B, Black 89, West Univer-
sity Place Second Addition for church purposes,. this application be referred
to the Zoning Board of Adjustment for their action in regard to variance of
setback requirements requested.

Application number 65-4, submitted by Mr. W. B. Whenthoff, was presented and

the purpose of hearing any interested persons in connection with subdivision
of Lot 6, Block 20, West University Place lst Addition into two lots, one
70 X ]AO feet fronting on Wakeforest, and one~100 X 150 .feet fronting on
University Boulevard was now in session.
It was stated for the record notice wa.s published in the Southwest Peach
section of the Houston Chronicle on August 25, 1965 and that notices were
mailed to aa.l. property owners within 200 feet of the property` involved on
August 18, 1965.
There were no persons present desiring to-be heard 'in connection with the
proposed subdivision. A letter received fr-"bm'Mr..~e_ Gammill, 2735 Fenwood
was presented which stated that he had no objection to the subdivision.
Motion by Mr. Hilton, seconded by Mr. Lott, that the Public Hearing be
closed.

Voting No: None
Motion by Mr. Lott, seconded by Mr. Travis, that Lot 6, Block 20, West
University Place First Addition be subdivided into two lots, one 70 X
100 feet fronting on Wakeforest Street and one 100 X 150 feet fronting
on University Boulevard, as requested by the owner, Mr. W. B. Whenthoff,
providing proper easements are obtained before any building permit is
issued for the south 70 X 100 foot portion of the lot.

The Commission noted a copy of a letter written to Mayor Holman by Dr.
Thomas Gready who ownsrproperty on Bellaire Boulevard, requesting that
consideration be given to re-zoning all of the property along Bellaire
Boulevard for business and Mayor Holman's reply to the letter.
The minutes of the meeting of the Zoning Board of Adjustment on August 16,
1965 were presented to the Commission at this time. The minutes' stated
that the Zoning Board of Adjustment had given consideration to the matter
of permitting construction of circulax driveways in front of residences, and
had decided that this was not a matter which could be handled by their
Board, but that it should be handled by the Zoning and Planning Commission.
It was the feeling of the members of the Zoning and Planning Commission
that further information was necessary before any action could be taken.
There was discussion concerning off-street par~iing requirements for various
types of buildings. .The regulations of severe]. other cities were discussed,
and it was decided that Mr. Bricker would prepare a tabulation of the informa-
tion contained in this summary, for the next regular meeting of the Commission
at which time the matter would be given further consideration.
With no further business to come before the Commission at this time, upon
motion duly made, seconded and carried, the meeting was adjourned.
