REGULAR MEETING OF ZONIiVG AND PLANNING COMMISSION
DECEMBER 10, 196-
The Zoning and. Planning Commission. convened in regular session on
Thursday, December 10, 1964 at the City Hall, 7;30 p.m., with the
following. members present:. Chairman Hannah, presiding; Members
Bricker,°Hilton, Lott and. Travis. The City Attorney was also present.
Chairman Hannah called the meeting to order and stated that the first
order of .business would be the public hearing called for 7:30 p.m. to
consider subdivision of IAt g, Block ll, West University Place First
Addition into. two lots 50 X 200 feet each to front on Buffalo Speed-
way, as requested: by the gwner, Mrs. C. W.''Whitaker, He then turned
the meeting over to City Attorney Cockrell who adiniriistered the oath
to those desiring to testify in the hearing._ Mr. & Mrs. Ben Green,
6527 Buffalo Speedway; Mr. A. P. Hoelscher, 611 Buffalo. Speedway,
and Mrs. C. W. Whitaker, owner, 6519 Buffalo Speedway arld'her son-in-
law, Mr. John Hardy, 6717 Rowing, were. the only persop.s desiring to
be heard
Mrs.. Whitaker stated that she desires to subdivide the property, as
she is no longer able to care for the extra lot, and_ needs the money.
that she could get from the sale of the lot to make some repairs to
her 'own: home. She stated that she had had an FHA appraisal of her
property, and was advised that she should dispose of the vacant .lot
as it added no value to her house.
Mr. Green stated that he opposed. the subdivision, that he owns prop-
erty immediately south of Mrs. Whitaker's vacant.-lot, and tYiat he
feels' that the sub~c~ivision would de-value his owii propert~r, because
of the fact that no other lots in this dock on. this side of the street
have been subdivided.
Mr. HoelschoY~ stated that~he owns the property immediately north of
Mrs. Whitaker's home, and that he opposes the subdivision for pa^-
marily the same reason that Mr. Green had expressed.
Mrs. Green stated that they had invested a.great deal of money in their
home and that it is now an ll-room house, anc~ they felt that their
property would be de-valued by the subdivision of the adjacent lot.
Mrs. Whitaker's son-in-law, Mx. Hardy, stated that he is in the con-
struction business and that he would like to assure Mr. & Mrs. Green
and Mr. .Hoelscher that the subdivision of Mrs. Whitaker's lot would
in no way de-value their property, but that it possibly would increase
the value of it.
At this time, City Attorney Cockrell stated that for the record, he
would like to state that application had been made for the subdivision
on November 12, 1964, by Mrs. Whitaker, that ngtice had been mailed

to all property owners within 200 feet of the affected property on
November 23, 1864, and that notice had been published in the November 22nd
edition of the Houston Chronicle, as required by law.
There being no further questions or persons desiring to be heard, the
following action was taken:.
Motion by Mr. Travis, seconded by Mr. Bricker that the public hearing be
closed.

Motion by Mr. Hilton, seconded by Mr. Lott that the request of Mrs:. C. W.
Whitaker. for subdivision of Lot g, Block 11, West University First Addi-
tion into two lots each 50 X 200 feet to front on Buffalo Speedway, be
approved.

The next order of ~bus~in~a~s was the selection pf a secretary of the Zoning
and Planning Commission from among the members. Motion by Mr. Lott,
seconded by Mr. Travis., that, Mr. L. B. Bricker be elected secretary of
the Zoning and Planning Commission.
Voting Aye: All Voting No: None
The Commission then discussed the matter of amending or writing a sup-
plementary letter to Mayor Holman with regard to of„~'street y~arkin~_---_.
requirements for church buildings, as well as business establishments
or office buildings,,or public meeting places. Motion by Mr. Hilton
seconded by Mr. Lott, that a letter be written to Mayor„H~lman, stating
that the Zoning and Planning Commission recommends the following in
connection with parking requirements: ~ ~,,,

For public meeting places, including ,ch~,x~ches_.-, ~.lparking, slot for
each 4 seats in the auditorium
For shopping centers and supermarkets - 3 square feet of parking
area for each l square foot in the building
For office buildings - 2 square feet parking area for each l square
foot of fllor area in the building
Requirements for off-street parking for other types of buildings,
with the exception of single-family private residences,
as approved by the Zoning and Planning Commission..
