REGULAR 1~E`.CING OF ZONING AN31 PLANNING BOARD
JUNE 1~+, 1962
The Zoning and Planning Board convened in regular session at the City Hall
on Thursday, June 1~+, 1962, 7;30 P.M., with the following members present;
Mr. 0. P. Gi11, Acting Chairman; Messrs, Fitzgerald., Vest and Snyder. "
Chairman Hannah and Mr. Lott were absent.
John B Young, M D ,~ 2728 Pemberton Drive requested permission to add an
8~ x 21 ft. additional storage room to his existing garage which includes
a 5~ x 21 ft. storage room. Dr. Young submitted a written request stating
that he desired the additional space in order to add storage room and a
bath with shower for the following reasons; " (1) Inadequate storage in
house, (2) my wife's mother is selling her home and my wife's furniture
will be shipped to us, (3} To have facilities for the yardman, workmen,
repairmen, etc. to change clothes and. have toilet facilities without
coming in our home. He also stated that the room would not be used for
living quarters for personnel employed elsewhere, there would be no kit-
chen facilities and that it was not his intention to rent the room at any
time.
After reviewing the floor plans prepared by the Kiraly Corporation,. it was
noted that the 1~+ x 14 ft. room was designated as living area.. After dis-
cussing the plans with Dr. Young, he was very agreeable to having the plans
revised to designate the room as storage area and also to eliminate the bath-
room entirely and providing a 7 x l~+ ft. tool room on the back portion of
the addition.
Motion by Mr. Vest, seconded by Mr. Fitzgerald, that the Board recommend
to the City Commission that Dr. John B. Young, '2728 Pemberton Drive, be
permitted to add an 8~ x 21 ft. addition to his existing garage and storage
room in order to provide a l~+ x 1~+ ft. storage room and a 7 x 1~+ ft. tool
room in accordance with his awarded request, end. the `s~et~ised floor .plan
which eliminates the bathroom and the designation of the 1~+ x 1~+ ft. room
as living area; subject to Dr. young's execution of the usual affidavit
that the addition will not be used for commercial or rental purposes,

l~r. J. H. Barlow, 6+02 Vanderbilt, appeared before the Board requesting
permission to rewire with 110 wiring the ~ara~;e apartment which he owns
at 635+ Vanderbilt. He advised that the building was constructed in 1932
or 1933 and had been used continuously for rental purposes. He stated
that the wiring had not been repaired since the building was constructed
and that repairs are definitely needed to eliminate afire hazard which now
exists. He further stated that the wiring would meet requirements of the
city.
Motion by Mr. Fitzgerald, seconded by Nlr. Vest, that the Board recommend
that the request of Mr. J. H. Barlow, to rewire with 110 wiring the garage
apartment located at 635+ Vanderbilt, built prior to passage of the zoning
ordinance, be approved, a~ this would be construed as general maintenance
and would eliminate an existing fire hazard.

Mr. Jack Castles, Architectural Engineer, representing .the Church of
Christ 3+07 Bissonnet, presented preliminary drawings for a new sanctuary
proposed by the Church, and requested that the zoning ordinance be amended
to permit use of Lot 1. Bloc~l,_West University Place. Second Addition._
recently purchased by the Church for this purpose.
Motion by Mr. Vest, seconded by Mr. Fitzgerald, that the Board recommend
that the zoning ordinance be amended to permit use of Lot 1, Block 91,
West University Place Second Addition, for building a new sanctuary by
the Church of Christ, subject to compliance of the building code and set-
back requirements.

Mrs . A . C . Chandler„ 63],,,5 Van ,obi 1 t , appeared before the Hoard, asking
permission to install a new 110 'electrical circuit in an existing garage
room to accommodate an air conditioner. Mrs. Chandler stated that the struc-
ture, containing a bedroom above the garage with a half bath was built prior
to the zoning ordinance and that she had rented the room to Rice students;
however, she was interested at this time in using the space as a guest room
and the present wiring was not sufficient to operate the air conditioner
which is installed, and she is trying to eliminate afire hazard. It was
brought out that there are no kitchen facilities in the structure and it
is not suitable for a second living unit.
Motion by Mx. Fitzgerald, seconded by Mr. 'vast, that the request of Mrs.
Chandler, 6315 Vanderbilt, to install a new 110 v electrical circuit
in the existing garage room, be granted, in order to eliminate a fire .
hazard.

A written request was received from Mr. FI.L. McCormick 63~+~+ Sewanee,ask-
fng that the Board recommend that_Lot 1L Block 2 , West University Place
First Addition, be resubdivided into two 50 x 150 ft. lots.
,after reviewing the records of .the Zon3.ng Board and City Commission, it was.
determined that Lots 1 & 2, Block 2~+, West University Place First Addition,
were subdivided in July, 1959, after a public hearing, into three lots of
60, 90 and 50 foot frontages. A plat of the property indicated that according
to property stakes, the present house is only one foot from the north prop-
erty line of Lot 1, and the proposed subdivision would establish a violation
of the side setback requirement.
Motion by Mr. Vest, seconded by Mr. Snyder, that .the request from Mr. H. L.
McCormick, to resubdivide Lot 1, Block 2~+, West University .Place First
Addition, into two 50 x 150 ft. lots, be denied, as the proposed subdivision
would place the existing structures in violation of the setback requirements.
Mrs. Helen Painter, owner of the property at 6512 ~ut_gers, appeared before
the Board asking if it was permissible for her to rent her garage apartment
which was built prior to passage of the zoning ordinance. The Board ad-
vised Mrs. Painter that they .had no records of the building permits issued
and that information in this regard could be received through
the City Manager's office.
With no further business to come before the. Board at this time, upon
motion duly made, seconded and carried, the meeting was adjourned.
