MINtTTES QF REGULAR MEETING OF ZONING AND PLANNING BOARD

The Zoning and Planning Board convened in regular session at the City
Hall on Thursday, September 11~, 1961, 7:30 P.M., with the following
members present: Chairman David Hannah, presiding; Messrs. Fitzgerald,
Gill, Lott, Vest and Snyder.
less Mabel Houlihan 2716 Milam and owner of the property at 3929 Oberlin,
appeared before the oard, asking permission to install plumbing in the.
present garage structure to provide connections for a washer, drier, wader
heater, wash basin and commode. Miss Houlihan explained that the present.
building was constructed to provide space for a utility room and one ear,
however, there was no partition in the building and no plumbing. She stated
she was willing to execute an affidavit to the effect that the utility
room would riot be used for any commercial purpose-nor as living quarters.
Motion by Mr. Lott, seconded by Mr. Vest, that the Board recommend approval
of Miss Houlihan1s request~to install plumbing in the present garage struc-
ture to provide connections for a washer, drier, water heater., wash basin
and commode, in the section designated as a utility roam, subject to execu-
tion of affidavit that these facilities will be used in connection with. the
utility room which will not be used for any commercial purpose nor as
living quarters.

Mr. and Mrs. Geo. F. Bertine 2617 Pemberton asked permission to make
changes in .ear existing three-car garage ocated at the rear of their pre-
raises to convert to a two-car garage and-one room enclosed for use as a
dark room, utility room, studio and storage. Mr. Bertine stated that the
dark room is to be used for amateur photography only and the studio is for
use by his wife in connection with her art studies. He further stated that
he would be willing to sign an affidavit to the effect that the 9 x 18 ft.
room would not be used for any commercial purpose or as living quarters.
Motion by Mr. Vest, seconded by Mr. Gi11, that the Board recommend approval
of Mr. Bertinets request to convert a 9 x 18 ft. section of his existing
3 car garage into a room to be used as a dark room, utility-room, studio
and storage with plumbing facilities to include a sink unit, commode and
washer drain; and electrical connections to include a 220 V outlet for air
conditioner, and 110 for t`ao overhead light fixtures and wall outlets as
shaven on the sketch submitted; subject to execution of affidavit that the
room will not be used for commercial purposes or living quarters.

Mr. and Mrs. John Lomax 6.28 Vanderbilt, requested permission to cons-
. tract a 22 x 2 ft. playroom over a proposed carport which will replace an
old single car garage. Mr. & P~.s•s. Lomax explained that their residence is
located on a 100 x 200 ft. lot and they desire the playroom as a family..
recreation area to be equipped with pingpong tables, dart. boards and other.
games for the benefit of their two teen-age boys. The plan submitted in -
eluded a,,small room containing a commode, lavatory and rough-in for future
shower. the Board discussed the possibility of a potential violation by

installation of shaver facilities and it was their decision that this
phase of ,.the construction plans should be eliminated, which was
agreeable. to Mr. and Mrs. Lomax.
Motion by Mr. gill, seconded by Mr. Vest, that the Board recommend
approval of the request of Mr. and Mrs. Lomax for construction of a
22 x 26 ft, playroom over the proposed carport, sub3ect to a re -
v-ision of the plans omitting any shower facilities and subject to
execution of the usual affidavit that the structure will not be
used for rental or commercial purposes.

Mr. John Wendel appeared before the Board, stating that he proposed=
to lave a $ x 16 ft. fallout shelter constructed on his premises at
3766 Georgetown. After studying the plans and discussing construct-
ion of fallout shelters in general, Mr. Wendel stated that he would
have the shelter constructed at least 5 ft. from the side property
line and in event his sewer 13.ne is within 5 ft. of the excavation,
he will replace the existing sewer line with cast iron pipe a mini-
mum of 5 feet to each side of the excavation. The plans indicated
the entrance to the fallout shelter would be from the bedroom, and
the stairway wou7.d be constructed under the house and to the shelter
which would be about 5 feet from the rear of the house,
Motion by Mr. Gill, seconded by Mr. Lott, that the Board recommend
approval of Mr. Wendelrs request to construct a fallout shelter on
his premises at 3766 Georgetown, in accordance with the plans pre-
sented and subject to a ~ ft. setback from property lines; also
with the understanding that in event his. sewer line is within 5
feet of the excavation, it will be replaced with cast iron pipe
a minimum of 5 feet to each side of the excavation.
