~r~r REGULAR MELTING OF ZONTNG & PLAPtNING BOARD APRIL ~13, 1961 The Zoning and planning Board convened in regular session at the City Hall on Thursday, April 13, 1961, 7:307 P.M., with the following mem- bers present: Mr.'1~avid Hannah, presiding; Messrs. R. M. Fitzgerald, 0. P. Gill, H. Edgar Lott, Loys E. Vest, and J. C. Snyder. ' Mr. H. W. Osborne, 28c~ Sunset, appeared before the Board requesting approval of xemodeling'WOrk he had completed, without first obtaining a building permit, converting his garage into a store-room and erection of a carport in front of the garage. Mr. Osborne explained that he had. removei t e original garage door and`eneiosed the front of the garage and installed a normal size door in order that ~e area might be used as storage space for yard tools, utility room, and as a hobby room for his wife who does painting and se'wit~g for therapy purposes. Mr. Os- borne also explained that there is au existing servants room attached to the garage which was there at the time he purchased the property; however, there is no connection or opening between the two structures, The Board advised Mr. Osborne that they needed a sketch showing the garage and attached servants quarters together with a letter outlin- ing his request. No action was taken at this time. I+~rs. E. B. Snider 3829 Oberlin, asked the Board to recommend approval of constructing a new ~ara~ce building three feet from the rear .property line. Mrs. Snider explained that the old garage had-been built a num- ber of years ago with a setback distance of three feet from the rear property line and it was her desire to construct the new building with the earns setback. The length of the garage is being increased by two feet and a five foot setback distance would bring the .garage within 1t7~ feet of the house making it very difficult to back an automobile out of the garage in order to miss the earner of the house. The Board deferred action in order that they might have an opportunity to view the premises and establish .the location of other garages in the immediate area. Mr. R. E. Boyker, owner of Lots 1,2,3, Block 1, and Lots 1,2,3., Block _2, Bissonnet Place, .advised that three chapters of the Order of Eastern Star, namely; Houston Chapter, No. 385, Ransford Chapter Ifo. 135, and the Sunshine Chapter, 1Qo. 199; desired to purchase the above described property and requested: permission to,~Qnstruct a building to be used as a meeting place for the organizations. Others present representing the Qrder of Eastern Star were Messrs. Hall Etter, 2202 Sunset, George Emery, 2320 S©uth Boulevard, Herbert Hodgman, 2329 McClendon, and Roy Hall, ~+E722 Amherst. [1 1~3fl: Mr. Hall Etter stated that the Eastern Star Chapters need a new building and the property they presently own at the corner of Hadley and Milam is of such proximity to the proposed..southwest freeway that it will pre- sent a traffic problem for the ladies. He stated that they had inspected several pieces of property and prefer the property on $insonnet since a Large percentage of the 1500 to .1800 members in the three Chapters . live in this vicinity. Constructir~n of a one-story building similar to the more modest of chruches with a minimum of 7200 square feet of .floor space is contemplated. `It is proposed to locate the building on Block 1 and to use the street right-of-way between Block l and Block 2 for parking area with the remainder of the property also to be used as park- ing area and garden space. Meetings would consist of approximately six permonth on the evenings with an attendance of approximately l00 with a maximum of 300. Cars would be parked off the street and would not inter- fere with traffic. Mr. Roy Hall stated that the Eastern Star Chapters are limited to the by-laws of the Grand Lodge of Texas Masons, and the activities consist of regular meetings, benefits and social gatherings. There is no rowdy- ism, no dancing, bingo parties, card parties, and no intoxicating drinks on the premises. He also stated that there would be no permanent per- sonnel on the premises and the buildir:~r would consist of office space far the secretaries to perform their duties during the time of meetings only. Ate. Hodgeman explained. that. the building would consist of two sections, with about 3000 square feet to be designated as a Chapter room with the balance as banquet area or dining room equipped with a kitchen, comparable to the one at the West University Baptist Church. This is far the pur- pose of having dinners to be served to the membership. Mr. Hodgeman stated that the building would pr©bably not be used by other groups but in event of use, the house rules would have to be observed, Tt was explained by membern of the group that the organization is not , tax exempt and does pay taxes. The activities of the organization consist of the women donating considerable time to the M. ~. Anderson Hospital, donation of money to support activities of the masonic organization for elderly in Ft. Worth, raising funds for ministerial students, etc. Chairman Hannah. asked the representatives of the Or r of Eastern Star Chapters to submit their request in writing with a ketch showing the proposed building and the request would be given they consideration With no further business to come before the Boar at this time, upon motion duly made, seconded and carried, the mee in,&,~s~a~~ourned. ~ Chairman _ `~~a/ ~ r Secretary ~'~~~
